Description
NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of Neptune 3 Rover Waste Management Systems and Neptune 2 Docking Stations for the W.G. Hefner Salisbury VA Medical Center with TrillaMed, LLC in accordance with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 8.002 Use of Mandatory Sources. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 8.405-6(a)(1)(i)(B). This is not a request for competitive offers, and no solicitation is available. Market research has determined that there are no SDVOSB or VOSB vendors capable of providing the Stryker Neptune 3 Rover and Neptune 2 Docking Station to meet the Surgical Service s needs. There is a mandatory SAC contract with TrillaMed, LLC (Contract # 36C40G-19-D-0039) for this requirement. No other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 12 March 2021 to TrillaMed, LLC.; 30100 Telegraph Road, Suite 366, Bingham Farms, MI 48025. DUNS: 82-81-26321. This is a Brand-Name Only requirement for the Stryker Neptune 3 Rover and Neptune 2 Docking Station for the Surgical Service at the W. G. Hefner Salisbury VAMC. The Surgical Service Line needs five (5) of the Neptune 3 Rover Waste Management Systems and two (2) of the Neptune 2 Docking Stations for new operating rooms on the 5th floor and renovated operating rooms on the 4th floor. This procurement is an extension of the equipment currently in use in the Salisbury Health Care System. These items can be interchanged in any location within the medical center at any time as needed. It is in the facilities' best interest to have standardization across the medical center for safety (familiarity with equipment), competencies, maintenance, Biomed training, etc. The same staff will use the system at all facilities, and familiarity with the system is critical. Standardization for maintenance, parts, and accessories is also in the best interest from a cost standpoint. Only one system should be used for record-keeping within the medical center system. This system is used by VISN 6. Remaining with the same brand name system is in the best interest of the Government. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the contract specialist within three (3) business days of this publication by contacting Chellry Whittier via e-mail chellry.whittier@va.gov. Telephone inquiries will not be accepted. This announcement closes on 11 March 2021 at 3:00 PM EDT. Those interested firms must indicate whether they are large, small, small disadvantaged, 8(a) or woman-owned business and whether they are U.S. or foreign-owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. ***Reference RFQ 36C24621Q0407 in all replies
