Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08521QP45A8300 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. The Small Business Size Standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. Atlantic Beach, NC 28512. STATEMENT OF WORK (SOW) FOR 225� WLB STEERING SYSTEM TROUBLESHOOTING AND CALIBRATION � 1.0� GENERAL Background� The 225� WLB assets are configured with a steering system for which the Original Equipment Manufacturer (OEM) is Engine Monitor INC (EMI). USCGC MAPLE (WLB-207) recently discovered a steering problem and require replacement of the steering�s Programmable Logic Controllers (PLCs). Resolving this problem will result in positive significant impacts to their operational commander. Due to the amount of time since the last calibration, MAPLE would likely benefit from an entire system recalibration in accordance with OEM standards. � �Scope� The scope of this contract is defined by the efforts and tools required to support USCGC MAPLE. The Contractor shall perform a system recalibration, replace and program the PLCs, and return the system to full functionality. Repairs may be deemed necessary and the local unit may require assistance with troubleshooting the system. Replacement parts are available through the Coast Guard�s warehouse in Baltimore, MD. Additional parts which are not in stock and determined to be essential to meet the objective can be acquired from the vendor, at cost, under this contract. � Objective Ultimately, the goal is to re-establish confidence in the USCGC MAPLE�s steering system by restoring functionality and reliability. This is a critical need and shall be completed as soon as possible, in order to minimize negative operational impact to MAPLE�s Operational Commander. Once these goals are achieved, the Coast Guard will apply lessons learned to update documentation and meet the needs of other WLB assets in the event of future PLC failures.� � Applicable Documents � Compliance Documents The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract: Surface Forces Logistics Center Standard Specification (SFLC Std Spec) 0000, 2018, General Requirements Surface Forces Logistics Center Standard Specification (SFLC Std Spec) 3042, 2018, Shipboard Electrical Cable Removal, Relocation, Splice, Repair, and Installation � Reference Documents The following documents may be helpful to the Contractor in performing the work described in this document: Coast Guard Technical Publication (CGTP) 3555, SWBS 561, Section B, JUN 2017, Steering Gear System- Model 990192-1 Coast Guard Drawing (CGDWG) 225-WLB-561-202, Rev A, JUN 2017, Steering Control Wiring Diagram � 2.0� SPECIFIC REQUIREMENTS/TASKS Unless otherwise stated, this contract applies to on-site technical support for USCGC MAPLE, currently located at 2301 E. Fort Macon Rd. Atlantic Beach, NC 28512. In some instances, such as with the trip report, the Contractor may complete work upon return to the home office. � 2.1� Evaluate System and Components The Contractor shall perform any inspections or evaluations, as deemed necessary, to determine best path forward prior to commencing work. If parts need to be acquired from the warehouse, they need to be requested as early as possible. 2.1.1� Identify parts which require replacement. 2.1.2� Replace faulty components and test to ensure functionality. 2.1.3� Replace PLC, firmware, and wiring. 2.2� Calibrate System The Contractor shall calibrate all components in accordance with OEM guidance and established industry best practices. 2.2.1� The Contractor shall reference Reference Documents 1.4.2 when working onboard USCGC MAPLE. The Coast Guard will make available copies of the existing Tech Pub and Drawing for this system. While performing work, if the Contractor notices discrepancies between the documented guidance and their best practices, it shall be annotated. �Obsolete or inaccurate information must be corrected by Coast Guard personnel after the site visit. 2.2.2� The Contractor shall provide supplemental and updated documentation applicable to the configuration to be added to Reference Documents 1.4.2. � 2.3� Replace PLC and Program The current PLCs onboard MAPLE have not been satisfactorily testsed and approved as replacements for the original component. The Coast Guard requires the OEM recommend a replacement PLC that is commercially available and supportable. � 2.3.1� The Contractor shall determine how original system functionality can be maintained on a new PLC, and then program settings accordingly. 2.3.2� The Contractor shall install the replacement PLCs and document the connections. 2.3.3� The Contractor shall provide their own standalone laptop and cables to connect to the PLCs. 2.3.4� Copies of the configuration files shall become property of the Government. 2.4� Test Thoroughly and Document The Contractor shall ensure the system is fully functional by testing all probable steering changes and configurations. The system passes testing when tests are completed with no errors or unexplained behavior. 2.4.1� The Contractor shall provide a trip report documenting all findings no later than one week after returning to the home office. 2.4.2� The Contractor shall include in the trip report any system and PLC changes made during the visit. 3.0� CONTRACTOR PERSONNEL� The Contractor shall provide qualified personnel to perform all requirements specified in this SOW. � 3.1� Qualified Personnel� In order to minimize operational impacts, the Coast Guard immediately requires the services of technicians who are considered Subject Matter Experts (SMEs) with the EMI steering system and have prior experience calibrating this system onboard 225� WLBs. 3.1.1� Service Technician(s) should be exceptionally knowledgeable with the function of all processor cards, the original system design, and how the components interact with the PLC in order to facilitate successful system performance. 3.1.2� Programming Techncian(s) should be exceptionally knowledgeable with the original and replacement PLCs, the system design, PLC software, and how the components interact with the PLC in order to facilitate successful system performance. 4.0� OTHER APPLICABLE CONDITIONS 4.1� Place of Performance� The primary place of performance will be a combination of the Contractor�s facilities and the Department of Homeland Security at 2301 E. Fort Macon Rd. Atlantic Beach, NC 28512. 4.2� Hours of Operation� Contractor employees shall generally perform all work between the hours of 0700 and 1800 EST, Monday through Friday. Precise times may be negotiated with the USCGC MAPLE Engineer Officer (EO) as scheduling is subject to ship�s operations.� 4.3� Travel� Contractor travel shall be required to support this requirement.� All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations.� 4.4� Daily Progress Reports� The Contractor shall hold a daily progress meeting with the EO and Chief Electrician�s Mate (EMC) upon arrival at CGC MAPLE each morning of the visit. This report shall include a summary of all Contractor work performed, an assessment of technical progress, schedule status, and discuss any hazardous work conditions or necessary precautions the crew need to be made aware of prior to commencing work. 4.5� General Report Requirements� The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Windows XP and Microsoft Office Applications). 5.0� GOVERNMENT FURNISHED RESOURCES The Government will provide the workspace, equipment and supplies necessary to perform the on-site portion of Contractor services required in this contract, unless specifically stated otherwise in this work statement.� � The Government will also provide copies of the references cited in SOW 1.4 upon Contractor arrival to USCGC MAPLE. The Contractor shall use Government furnished information, data and documents only for the performance of work under this contract, and shall be responsible for returning all Government furnished information, data and documents to the Government at the end of the performance period.� The Contractor shall not release Government furnished information, data and documents to outside parties without the prior and explicit consent of the Contracting Officer (KO). 6.0� CONTRACTOR FURNISHED PROPERTY� The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in Section 5.0. �GOVERNMENT ACCEPTANCE PERIOD The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance.� If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted. � 7.1� Corrections The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor�s accepted proposal.� In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection.� The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions. � 7.2� Timeliness of Corrections The COR will have 15 business days to review deliverables and make comments.� The Contractor shall have 15 business days to make corrections and redeliver.� 8.0� DELIVERABLES The Contractor shall consider items in BOLD as having mandatory due dates.� Items in italics are deliverables or events that must be reviewed and/or approved by the COR prior to proceeding to next deliverable or event in this SOW.� � ITEM SOW REFERENCE DELIVERABLE / EVENT DUE BY � DISTRIBUTION 1 2.2.1 Red-lines of Reference Documents 1.4.2. 14 cal days post visit KO and COR 2 2.2.2 Supplemental and updated documentation to be added to Reference Documents 1.4.2. 14 cal days post visit KO and COR 3 2.3.3 Copies of the PLC configuration files. 4 days post visit KO and COR 4 2.4.1 & 2.4.2 Trip report documenting all findings 7 cal days post visit KO and COR
