- FY21 Dock Repair - Apostle Islands National Lakeshore -- See attached pre-solicitation information -- PRESOLICITATION NOTICE: The National Park Service, Interior Regions 3,4 & 5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Sand Island East Bay Dock Repair project at the Apostle Islands National Lakeshore in the Sand Island East Bay area of Bayfield, WI. Work will consist of providing all labor, materials, tools and other equipment necessary to repair the current dock that was damaged by storm conditions. The repair will include encapsulating the perimeter of the existing dock with sheet piling, demolishing the existing concrete cap and leaving in place as fill, filling encapsulated dock with large rock fill, pouring a concrete cap, and installing cleats for mooring vessels. SOLICITATION NUMBER: 140P6421R0011 PROJECT MAGNITUDE: Between $500,000 and $1,000,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by May 2021 with performance to begin in May 2021. Construction Wage Rate Requirements for Bayfield, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $39.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments are expected to be issued and available in March 2021 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
