- ***UPDATE 1:� The purpose of this update is to provide the�Questions/Comments recieved from�March 1, 2021 through March 7, 2021 along with the�USG's Answers/Responses.� Please see this document in the attachments section below (Document Title:��FA8529-21-R-0011_DRAFT RFP_Week 1 Q and A_030121-030721.xlsx).*** PURPOSE: This is a synopsis of proposed contract action IAW FAR 5.203 (a). This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Further, by attachment, the Government is providing a draft Request for Proposal (RFP) to allow contractors to become familiar with requirement and provide feedback to the Government. BACKGROUND/REQUIREMENTS: This is a service contract to provide E-8C Joint Surveillance Target Attack Radar System (Joint STARS) Programmed Depot Maintenance (PDM Major Isochronal Inspection (Maj ISO), and Unprogrammed Depot Level Maintenance (UDLM)). DESCRIPTION OF SERVICES/INTRODUCTION: �This draft RFP is issued with the intent to establish a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide depot maintenance for the Joint Surveillance Target Attack Radar System (Joint STARS) E-8C weapon system and E-8A In-Flight Trainer (IFT) with the goal of on-time, defect free, and cost effective aircraft delivery meeting warfighter requirements for a safe, reliable, and mission-ready aircraft ultimately increasing aircraft availability. �The requirements include Programmed Depot Maintenance (PDM), Major Isochronal Inspection (Maj ISO), and Unprogrammed Depot Level Maintenance (UDLM); Drop In Maintenance (DIM); aircraft modification at depot, and utilization and management of directed subcontractor Boeing Aircraft on Ground (AOG) for major structural repairs. �The requirements listed in the PWS will support Air Combat Command (ACC), Air National Guard (ANG) and U.S. Combatant Commands unless otherwise specifically stated. �The 116th Air Control Wing (ACW) and the 461st ACW at Robins Air Force Base (RAFB), Georgia, are the primary users of the Joint STARS system. �The System Program Manager (SPM) and Program Office are located at RAFB, Georgia. PERIOD OF PERFORMANCE: The Government contemplates establishing a period of performance ten (10) years in length (five-year base period and a five-year option period). WHO CAN PARTICIPATE:� Full & Open Competition, Unrestricted DRAFT RFP: -This synopsis of proposed contract action contains a draft RFP. The draft RFP is released with the intent of receiving comments from Industry in advance of any potential RFP release. It is anticipated that changes to the draft RFP will occur as a result of comments from Industry as well as reviews by Government personnel. Potential offerors to any potential RFP are notified to carefully review any subsequent RFP for changes so that they fully understand and meet the terms and conditions as outlined in the RFP. Potential offerors are further notified that any work done in the review of the draft RFP is not billable to the Government nor is any work done as a result of changes from the draft RFP to the potential RFP. -This requirement will be a single award in accordance with FAR 15. Indefinite-Delivery, �D� type contract in accordance with FAR 16.504. �This requirement will utilize a mix of contract types, specifically: �Fixed Price Incentive (FPI), Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Reimbursement (CR), and Not Separately Priced (NSP). -For FPI CLINs X005 (MSG-3 Programmed Depot maintenance (PDM)) & X006 (MSG-3 Major Inspection), the only incentive in the draft RFP is cost.� The Government is contemplating incorporating a schedule incentive as well; any feedback from industry would be appreciated.��� -Please note that all dates in this draft RFP are notional and for planning purposes only. -For copies of the draft RFP attachment, Technical Documentation, identified in Section J of the draft RFP, please contact the individuals identified in the POC section below; upon request, the Technical Documentation draft RFP attachment will be provided via DoD Safe. RESPONSE:� All contractual and technical questions must be submitted electronically via email to the individuals listed below no later than 1400 Eastern Standard Time (EST) on Friday, April 30, 2021.� Telephone questions will not be accepted. INDUSTRY DAY:� The Government is planning on having an industry day for this requirement and draft RFP in the near future.� Additional information and details are to follow.
