Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. SEE ATTACHED SCOPE OF WORK FOR FULL DETAIL: POP: 06 APRIL 2021 - 20 APRIL 2021 1.� SCOPE 1.1 Intent.� This work item describes the requirements for the Contractor to inspect and repair Sideport Shell Door (i.e. Walz and Krenzer Inc. Model No. D-WK-868). 1.2 Government-furnished property. X �LG.���������� D-WK-868-5-9������ 1 2.� REFERENCES COAST GUARD DRAWINGS Coast Guard Drawing 750-WMSL 100-83, Rev -, General Arrangements NSC 5 and follow� (ASC500001) Coast Guard Drawing 750-WMSL 167-5, Rev C, Sideport Door Installation & Details (ASC167005) COAST GUARD PUBLICATIONS Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2020, General Requirements Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), 2020, Welding and Allied Processes Surface Forces Logistics Center Standard Specification 6310 (SFLC Std Spec 6310), 2020, Requirements for Preservation of Ship Structures Coast Guard Technical Publication (TP) 7062, 08-JUN-07, Sideport Shell Door and Portable Ladder - Model D-Wk-868 OTHER REFERENCES None. 3.� REQUIREMENTS 3.1 General. 3.1.1 CIR.� The Contractor must submit a CIR for the inspections listed in the following paragraph(s): None. 3.1.2 Tech Rep.� None. 3.1.3 Protective measures.� The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences.� The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: �������������� Shell Door 3.1.5 Background. Refer to (TP) 7062. Figure 10 and reference Table 7-10. Table 7-10. During operations, one hinge pin (PC 3) fell out resulting in misalignment of rescue door and slight damage to door shell at lower corners. See Figure 1. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. CAUTION Prior to operating the Sideport Shell Door, make certain all personnel and equipment are clear of the door panel, lifting arms and tracks. The Contractor shall use extreme caution and follow all safety notes outlined in CG Tech Pub 7062. 3.3 Inspection of sideport door.� The Contractor must inspect the Sideport Shell Door assembly for material defects.� Look for missing/damaged/worn parts, cracks, defective welds, corrosion, improper door fit, rough operation of door and locking devices, fluid leakages, loose fasteners. Submit a CFR for visual inspections of the following items: �������������� Plating and door frame �������������� Hinges �������������� Rigging services may be required to install new pin 3.4 Structural repairs. The Contractor must submit a repair plan to return lower damaged corners (i.e. Figure 1) of side port door to original configuration.� Include rigging details, fabrication and repair details. Submit CFR. 3.4.1 Structural repairs to shell of sideport door.� After receiving concurrence from CG Technical representative for repair plan, the Contractor must perform the repairs in accordance with SFLC Std Spec 0740. 3.5 Install new hinge pin. The Contractor must provide rigging services as necessary to install the new pin. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.5 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit a CFR.. 5.5 Operate side port shell door for three five cycles and insure that it closes properly.� Submit a CFR. 3.6 Touch-up preservation. The Contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, (Touch-ups and minor coating repairs). 4.� NOTES Figure 1.
