- Description
- The Government has a requirement to acquire services for the engineering design skills, manufacturing skills, quality testing skills, repair data, expertise, capabilities and experience to meet qualification requirements for sustainment of the Rudder Servoactuator (RSa) Program and associated systems for the United States Air Force (USAF), to include Air National Guard (ANG), F-15 aircraft.�These services include: 1) qualification testing of existing prototypes, 2) to build three (3) flight test units, which includes providing engineering/logistics services to sustain existing prototypes, and 3) to perform the necessary logistics planning and to provide engineering services to enable the long-term sustainment of the new replacement RSa. This effort will be a�sole source acquisition to Moog, Inc in accordance with FAR 6.302-1, Only one responsible source and no other supplies�or services will satisfy agency requirements.� Moog�is the owner of the proprietary data and is also the only known vendor that possesses the�materials, expertise, tools, and equipment necessary to perform the F-15 Rudder Servoactuator prototype development.� The projected period of performance for these services is 42 months, occurring from Fiscal Year 2021 - 2025 which includes a base year of 12 months, two (2) 12-month Options, and one (1) 6-month Option to extend services.� The anticipated place of performance is Elma, New York.� This effort will result in the issuance of an order against Basic Contract SPE4AX-17-D-9415.�� Previous, similar efforts were accomplished under the Fighter Support, Rapid Engineering, Lifecycle Support, and Testing Improvement Program Contract, FA8075-14-D-0014 Task Order 0019.� All responsible sources may submit a capability statement which shall be considered by the agency; however, the Government requires that the awardee of this effort be ready to perform upon contract award.� It should be noted that this requirement will not be delayed for qualification purposes.� Questions regarding release of the Request for Proposal shall be directed to the Points of Contact below.
