- This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about April 1, 2021, posted to the federal contract opportunities website at https://beta.sam.gov. No documents will be available until the solicitation is issued. The United States Department of the Interior, Bureau of Reclamation, Lower Colorado Basin Region, (Reclamation) at Davis Dam has a requirement for well-trained, highly capable, armed land management and public safety personnel. Davis Dam is a federally owned property located on the Colorado River, approximately 2 miles north of Bullhead City, Arizona. The work site is in Mohave County, Arizona, and Clark County, Nevada. The Government is considering satisfying this requirement with a 5-year term firm-fixed price, single award stand-alone contract. Reclamation has determined Davis Dam requires a professional level of Land Management and Public Safety services with personnel capable of addressing public safety and unauthorized visitor activities at Reclamation assets. Personnel performing these duties shall be proactive in identifying, assessing, monitoring, and reporting public safety and land management violations as they occur or appear to be taking place at Davis Dam. A pre-proposal site visit will be scheduled for all interested parties: The date and time will be provided in the solicitation when it is issued. This requirement will be solicited as a restricted 8(a) Small Business firm competition only. The North American Industry Classification System (NAICS) Code assigned to this project is 561612, Guard Services with a corresponding small business size standard of $22M. This requirement will be solicited and awarded using the method outlined in FAR Part 15 � Contracting by Negotiation and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using best-value, source-selection procedures incorporating tradeoffs between price and non-price factors. It is expected that the RFP will include evaluation factors for Relevant Experience, Technical Capability, Past Performance and Price. The Government intends to award one (1) firm-fixed price stand-alone contract from this solicitation, but reserves the right to award more, less or none at all. The resulting contract will be a firm fixed price service type stand-alone contract. The contract performance period is a five (5) year period (one-year base period and four one-year option periods). The solicitation and any amendments to the solicitation will be available only through the federal contract opportunities website (https://beta.sam.gov). All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
