- N00164-21-R-JQ98 � COMPETITIVE�Binocular Night Vision Device (BNVD) Helmet Mounts� PSC: 5855 � NAICS: 334511 Issue Date: 8 March 2021 � Closing Date: 19 March 2021 � 14:00 EDT ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for breakaway and non-breakaway Binocular Night Vision Device (BNVD) Helmet Mounts. Other items being procured include shrouds, facemasks, and straps. All items need to have the option of colors tan and black. The facemask only needs to be in black. NSWC Crane intends to award a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite-Quantity (IDIQ) contract to enable the Government to procure supplies used to support the Visual Augmentation Systems (VAS) program.� The procurement for the planned FFP-IDIQ will be executed under full and open competition after exclusion of sources: TOTAL SMALL BUSINESS SET ASIDE (for the entire solicitation) in accordance with (IAW) FAR 6.203. The solicitation will require the offerors to provide ten (10) identical, production representative, product samples for each proposal and ability to deliver these items. The total maximum value of this procurement is not expected to exceed $16M. Draft copy of the Statement of Work (SOW) has been posted to https://www.sam.gov along with this synopsis for comments/questions prior to the solicitation issuance. The final SOW will be posted and accessible at the same time the solicitation is posted. Market Research was conducted via Request for Information (RFI)/Sources Sought (N0016421SNB01) dated 1 October 2020.� While N0016421SNB01 had not notated plans for a small business set aside, the market research�s findings and responses received led the Government to a final decision to set this procurement aside for small businesses. Delivery is required FOB Destination. The solicitation is expected to be issued on or about 22 March 2021 and is expected to close on or about 03 May 2021. The procurement will be issued on a competitive basis IAW FAR Part 15. It is anticipated that 5-year IDIQ with three option years will be awarded. Award will be made to the highest rated offerors, considering Technical and Past Performance evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
