Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued.� The RFQ number is N3904021Q0489. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-03 and DFARS Change Notice 20210224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:� https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/dfars The NAICS code is 511210. The small business size standard is 41.5 million. The Government intends to negotiate and award the resultant contract for ProCAST License Renewal on a SOLE SOURCE basis to ESI North America in accordance with FAR 6.302-1. This notice of intent is not a request for competitive quotes. The requirement is sole sourced to ESI North America because they have exclusive rights to distribute all products and services produced or marketed by ESI Group, within the United States, Canada and Mexico. Furthermore, the ESI software sold as ProCAST is only produced by ESI Group and as such, no other version of this software is available from other agents or dealers.� See the attached Justification for Sole Source. This requirement is for a fixed price contract for ProCAST License Renewal at Norfolk Naval Shipyard in accordance with attachment N3904021Q0489.xls. The period of performance is 3/15/2021 � 3/14/2022 with one Option year. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13. Quotes must be received no later than March 11, 2021 at 11:30 AM EST.
