- The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Air Handler Unit Coils Replacement Service, at the VA New York Harbor Healthcare System (NYHHS) Brooklyn Campus (800 Poly Place, Brooklyn, NY 11209). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238220. STATEMENT OF NEED: The VA NYHHS Brooklyn campus requires that both chilled water coils of Air Handler Unit number 4 and the preheat coil of Air Handler Unit number 5 are all replaced. A recent inspection identified a noticeable lack of the supply cooling that goes to the section Pod A, Pod B of the outpatient clinic decreased by more than 70%. After further inspection of the chilled water coils of Air Handler Unit number 4, it was determined that the coils are plugged and need to be replaced before the next cooling season, which is due to start up by April 15, 2021, and/or if the temperature rises above 55 degrees Fahrenheit. This type of work requires lead time that presents a timeline for shutdown of the Air Handler Units before removing the existing coils and installing the new coils back into the Air Handler Units, resulting in improved supply of conditioned air to the outpatient clinic. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide a Capability Statement, as well as the following identifying information: Organization name, DUNS number, address, email address, Web site address, telephone number, and socioeconomic status of the organization. Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) firms must be verified at https://www.vip.vetbiz.gov. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed service requirement are invited to submit a response to this Sources-Sought Notice by March 10, 2020 at 4:00 pm ET.
