Description
Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Obtain a qualified vendor with the capability of troubleshooting a CH&P Co-Generation Plant Turbine Control This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Vendors are asked to provide the following: DUNS Number, Capability Statement and evidence of ability to work on identified equipment. The Veterans Health Administration (VHA) is seeking to locate a qualified vendor with the capability to troubleshoot a CH&P Co-Generation Power Plant Turbine Control located at the West Haven Connecticut VAMC. The standard of services shall be of quality; meeting or exceeding those outlined in performance work statement below. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: (please note requirements are subject to change) Scope of Work: Turbines are currently not functioning properly due to control problems. The vendor shall provide qualified technicians with the ability to troubleshoot the CH&P Co-Generation Plant Turbine Control. The Contractor Shall: Provide all material, labor, safety equipment and disposal necessary to provide services. This shall include, but not limited to, all personal protective equipment which may be required for the work to be completed in a safe manner. The contractor shall provide qualified, experienced personnel to troubleshoot the CH&P Co-Generation Plant s two (2) GPB15D KAWASAKI Turbine-Generator Set controls. The Contractor shall provide all applicable training certificates confirming technician s ability to Troubleshoot the CH&P Co-Generation Plant turbine control. The contractor shall be knowledgeable in the set-up, troubleshooting, and programming of PLCs. The Contractor shall provide a detailed report outlining all discrepancies and suggested repairs. . The report shall be provided to the internal VA POC by the conclusion of the period of performance. Report format shall be in PDF, Microsoft Word or Excel document.
