- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD) earthquake recovery includes the design and construction of multiple China Lake Propulsion Laboratory (CLPL) facilities lost or irreparably damaged during the July 2019 earthquake sequence. Creation of new / replacement facilities is underway via Naval Facilities and Engineering Systems Command (NAVFAC) contracted military construction (MILCON) projects. The technical nature of the work conducted at these sites creates the requirement for a Lead Systems Integrator (LSI) working with the NAVFAC Designer of Record (DOR) Architectural and Engineering (AE) contractor to design a comprehensive and fully integrated network of data acquisition and controls at multiple projects. This work will require the contractor to design for use of commercial-off-the-shelf (COTS), open source, and non-proprietary software and hardware. The scope is spans multiple physical locations and end user communities. Automation for about half the job is Allen Bradley FactoryTalk based and National Instruments / LabVIEW based for the remainder. The Government will retain all intellectual property rights upon job completion including the full design package. The contractor will be required to work with (a) the NAVFAC DOR AE contractor to develop interface details, (b) equipment manufacturers to provide automation control design of all equipment covered by this scope including equipment intended by the OEM for local operation, and (c) their own in-house or third party design firm to create custom equipment primarily composed of COTS components. Support services are required throughout the period of performance including: project management, quality management, configuration management, and project documentation. Services are required during the NAVFAC DOR AE design phase to jointly develop interface requirements that are currently unknown and must be determined by the LSI. LSI services also include design of LSI hardware and software required to monitor, review, and/or record data from, and/or control the ordnance processing equipment. It is a market research tool used to determine the adequacy of potential business sources, especially small business sources. Any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N6893621R0021 and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to provide the required services.
