Amendment 1:�� Received Questions and Answers - See Attachment titled�""Questions and Answers""� The Source Sought response date was extended by two (2) days, to Wednesday, 17 March 2021, by 8:00 a.m. MST. Synopsis: This sources sought synopsis is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.� Any information submitted by respondents to this sources sought synopsis is strictly voluntary.� As stipulated in FAR 15.201(e), responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract.� No solicitation exists; therefore, do not request a copy of the solicitation.� The decision to solicit for a contract shall be solely within the Government�s discretion.� Respondents will not be notified individually of the results of any Government assessments.� The Government may use the information obtained from responses to this notice in determining its acquisition approach, but this issuance of this notice does not restrict the Government�s acquisition approach.� The U.S. Government reserves the right to reject, in whole or in part any input as a result of this notice. Description of Effort: The goal of each assessment is to meet the information needs of the client.� Clients include the Office of the Secretary of Defense, Combatant Commands, other Joint Organizations, Individual Services, and other Federal Government Agencies.� Many of these clients represent programs that are smaller than major defense acquisition programs.� They require independent assessment services, to support programmatic decisions on accelerated schedules.� Assessments cover a variety of areas and systems.� Each assessment is tailored to meet the client�s needs.� Many projects consist of independent, rapid assessments to research, demonstrate and evaluate system capabilities, technical parameters, threats and vulnerabilities.� The systems assessed can vary from those in the initial stages of development to those ready for operational development or fielding determination.� In the past five (5) years, approximately 50 project assessments were conducted per year and published an average of 90 assessment reports of various types.� Whereas, projects can have extremely high visibility in the Department of Defense, it is imperative that the reports are written in a manner suitable for senior executives and general officers.� Performance Location:� The majority of the work will be conducted at Kirtland Air Force Base, New Mexico.� Some travel will be required. Security Requirements: An active TS/SCI Security Clearance with an in scope T5 or T5R investigation is required for all contractor personnel and persons supporting this requirement. The contractor and contractor�s contracting officer shall have the ability to electronically receive, process, send, and store classified contractual documentation on the Secret Internet Protocol Router Network (SIPRNET) on a continuing bases. The contractor and contractor�s contracting officer shall have the ability to receive, process and send Controlled access Card (CAC) encrypted Controlled Unclassified Information (CUI) (formerly known as For Official Use Only (FOUO)) contractual documentation on the Internet or the Non-classified Internet Protocol Router Network (NIPRNET) on a continuing basis. Objective: The requirement mission is to conduct rapid assessments for the DoD and other Government Agencies.� The contractor shall provide professional, non-personal service (as defined in FAR 37.101) related to planning, execution, reporting of assessments; institutional support; and incidental tasks as described with specificity in individual task orders. Interested Contractors are to respond with the Following Information: Information about your company: Name and address of the company Cage code Size Status under NAICS and , if applicable, any small business classification Ownership or Control of Offeror, complete Provision FAR 52.204-17 Name of two points of contact, including title, telephone number and e-mail address Security Requirement Verification Whether your company personnel possesses, or are in the process of obtaining, a TS/SCI security clearance with an in scope T5 or T5R investigation. Does your company�s program manager and contracting officer currently have the ability to electronically receive, process, send, and store classified material via SIPRNET?� For verification please, provide a program manager and contracting officer POC name with their SIPRNET email address. State if your company is in the process of obtaining SIPRNET capabilities and the status. State if your company has had SIPRNET capabilities in the past, and how long ago. Does your company�s program manager and contracting officer currently have the ability to electronically receive, process, and send CAC encrypted CUI (formerly known as FOUO) emails over the NIPRNET?� For verification please, provide a program manager and contracting officer POC name with their SIPRNET email address.
