THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Regional Health Contracting Office-Europe (RHCO-E), located in Landstuhl, Germany, is interested in establishing Basic Purchase Agreements (BPAs) to provide POLYSERP.� The period of performance for the BPA will be five years from the date of issue.� The BPA must provide for the following requirements: POLYSERP is a polyvalent snake antivenom placed into the body designed for the treatment of envenomation as are result of a snake bite by various numbers of snake species across the Middle East and North Africa. POLYSERP is designed for austere conditions, meeting the requirements of medical professionals in African/Middle Eastern theater of operations in that it can be carried in a pack for multiple months in temperatures exceeding high temperatures without any loss of potency; therefore, not requiring refrigeration like other anti-venoms. The following performance/delivery/specification guidelines apply: ����������� 1) Shall be shipped within 5 business days of call, delivered to the USAMMCE, Receiving Branch in Pirmasens, Germany.� Desired delivery is 10 business days after order placed.� Delays due to non-availability of product will be considered on a case-by-case basis and at the Government's discretion. ����������� 2) Each package shall contain 6 vials per package/box. ����������� 3) Shall not need to be refrigerated, but instead the material shall be a freeze-dried for field use, stable in severe temperature conditions, allowing storage up to 40C (104F) for a maximum period of 6 months without losing potency. ����������� 4) Shall be licensed for use on humans by a government sponsored regulator health agency.� ����������� 5) Shall be a polyvalent, broad spectrum, treatment covering 25 species of snake species venoms across Sub-Saharan Africa, including but not limited to African adders, spitting and non-spitting Cobras, saw-scaled vipers, Mambas, boomslang and �� desert horned vipers, enabling medical providers to treat patient based on the clinical syndrome of envenomation rather than identify the snake. ����������� 6) Shall be designed to be administered by direct IV push in low resource environments. We are seeking qualified companies with whom to establish a BPA.� Receiving a BPA will be based upon the company�s ability to adequately demonstrate it can provide the above-described POLYSERP which meets the stated criteria. �Before establishing a BPA with any interested company, the Government will seek to identify responsible companies capable of providing the required supplies. No more than four qualified companies indicating an interest will be issued a BPA.� In order to identify responsible vendors we will also review available past performance. Once BPAs are established, each individual requirement for POLYSERP will be competed amongst the BPA contractors and an order issued to the contractor offering the lowest price on that particular order.� Each order will be competed in the same manner.� There is no guarantee that a contractor will receive any orders against their BPA. �Companies interested in receiving a BPA must provide evidence of their qualifications for meeting the requirements as specified above.� In addition, any companies located outside of the European Union must also address how they will meet the requirement to deliver acceptable product within the stated timelines.� Written responses will not be returned. If your firm is capable and qualified to provide the item, respond in writing to the point of contact indicated within this announcement no later than 19 March 2021. All interested business concerns shall indicate their interest in a potential BPA by providing the company name, mailing address, telephone number, CAGE code, DUNS number or Unique Entity Identifier and email address to the point of contact. Interested business concerns shall also submit appropriate written information and/or data supporting their capability to perform the required services. For the purpose of a potential BPA, the North American Industrial Classification Code is 325414 and the applicable size standard is 1,250. Orders written against a BPA will be firm-fixed price.
