This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� Animal models play an important role in the translational research for drug development.� The mission of Molecular Imaging Branch is to develop various imaging probes for the brain to study psychiatric disorders in humans.� The efficacy of all novel radiotracers will have to be tested in vivo in animals before being applied to humans.� The Molecular Imaging Branch acquired two microPET Focus preclinical scanner in 2006. Both scanners have reached their end of life. �In order to continue its research mission, NIH proposes to acquire a new preclinical PET/CT scanner.� �� Because of the high resolution required to adequately image monkey and rodent brains, it is necessary that NIH obtain a dedicated small animal scanner for the animal imaging program. Purpose and Objectives: The National Institute of Mental Health, Molecular Imaging Branch requires a PET/CT scanner for its non-human primate PET (Positron Emission Tomography) imaging program.��� Project requirements: Preclinical PET/CT scanner including installation and training Purchase Description: Preclinical PET/CT scanner big enough to accommodate Rhesus Macaque with 1 mm resolution Salient characteristics PET Scanner Transaxial field-of-view (FOV) of ~ 20 cm or larger (gantry opening large enough to accommodate rhesus macaque) and an axial FOV >= 15 cm. Use fast detector materials such as the LSO or LYSO scintillator with coincidence time window 5 nsec or less Support static as well as multiple bed acquisition in 3D for whole body imaging. Run simultaneous reconstruction while acquiring data. Include Fourier rebinning (FORE) + filtered back projection (FBP) for fast image reconstruction; correction for physical factors such as detector geometry, depth of interaction (DOI), attenuation, model-based scatter, random and deadtime. Offer 3D iterative reconstruction (e.g., OSEM) with point spread function (PSF) compensation to push for higher image resolution. Required to achieve: a transverse resolution (FWHM) of ~ 1 mm at the center of �FOV and < 2.5 mm at 4 cm from the axial center; an axial resolution (FWHM) of ~ 1 mm at the center of FOV; and 3) a slice thickness of 2 mm or less. Achieve an absolute sensitivity of ~ 5%. Support list mode acquisition, offline histogramming and reconstruction. Gantry should have a tilting feature to allow scanning monkeys in a sitting position to remain awake while performing cognitive tasks. CT Scanner canning field of 20 cm transaxially and 15 cm axially, similar to that of PET. Able to perform various types of acquisition such as step and shot, circular and helical. Reconstructed CT image should have a resolution of < 200 ?m. Workflow Management High performance visualization and computational tools. Fault tolerant ultra-large capacity (12 TB) integrated archiving system. Parallel work: while reconstruction is running on the Reconstruction Workstation computer, the additional Post-processing Workstation must be able to analyze and quantify images from another study. Support, both CT and PET, DICOM image viewer and export. Training No less than 40 hours of on-site training as well as one-week follow-up on-site training that is necessary for the routine operation of the Preclinical PET/CT scanner. Warranty Following delivery, installation, and training, one year standard warranty on all parts and labor. � Software upgrades for the dynamic list mode acquisition and retrospective histogramming during the warranty period. Quantity: One PET/CT scanner with a one-year warranty and any software upgrade within the warranty period. Delivery Date: No later 120 days after the award of the contract.� The contractor shall coordinate with the Government point of contact noted in the purchase order prior to shipment. Period of Performance: Following delivery, installation, and training, the new scanner shall be covered by a warranty of at least one year.� The scanner is expected to be on a service contract thereafter. Option(s): None Capability statement /information sought. �Respondents must provide clear and convincing documentation of their capability of providing the products specified in this notice including providing information regarding being an authorized provider of the services. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist.� Facsimile responses are NOT accepted.
