A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Pursuant to the Randolph-Sheppard Act, 20 U.S.C. � 107, �the United States Property and Fiscal Office (USPFO) of Indiana intends to enter into direct negotiations with the Indiana State Licensing agency as authorized under 34 CFR 395.33 (d)� Operation of cafeteria�s by blind vendors and AR 210-25 vending facility program for the blind on federal property.
