THIS SECTION INCLUDES A PRE-SOLICITATION NOTICE AND AN AWARD NOTICE.� This is a PRE-SOLICITATION NOTICE. The Department of the Air Force, 764 Enterprise Sourcing Squadron (ESS) �issues this Pre-Solicitation Notice of Intent to solicit and negotiate a sole source contract modification with Vectrus Systems Corporation, for day-to-day Base Operations Support at the following locations in Turkey: Incirlik Air Base (AB), Izmir Air Station (AS), Ankara AS and the Office of Defense Cooperation Turkey (ODC-T). This contract modification will also provide Base Operations Support at the following location in Spain: Mor�n AB. If required, this modification will consist of a two (2) month base period with five 2-month option periods. This action is a bridge to contract FA5641-15-C-0001, known as TSBMC II, which was awarded to Vectrus Systems Corporation (Vectrus), on 17 September 2014, with an effective date of 01 October 2014. On 21 October 2020, the Contracting Officer exercised FAR 52.217-08 Option to Extend Services on this contract, and extended the ultimate period of performance end date to 27 February 2021. If required, this modification will extend the contract for up to one year. In order to prevent a gap in service all American and host national personnel must be in place no later than 28 February 2021. The authority for this action is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements without an unacceptable delay to the Government. Vectus was selected as the contractor for this potential bridge action as no other contractor would have sufficient time to ensure its employees, both American and host national, are in place in time to prevent a break in service. This notice expires fifteen days after the first day of publication of this notice.
