Notice ID: HT9402-20-R-0005 This announcement is the Third Draft Request for Proposals (RFP) for the fifth-generation TRICARE Managed Care Support Contracts (T-5). �The RFP contains updates to several areas of the contract and TRICARE Manuals.� DHA has completed all Industry Day questions and responses from Draft RFP 2 and Draft RFP 2.1.� The document is posted with the notice as an attachment entitled �Industry Day Questions and Responses.�� Some responses to draft 1.0 have been updated to reflect thoughtful consideration of industry responses.� �The third draft RFP contains: Updated clinical quality and draft award fee criteria.� DHA carefully aligned private sector care and direct care metrics, set targets for quality, required monitoring of safety and replaced the quality incentive (formally around Alternate Payment Models) with achievement of quality outcomes.� DHA seeks comment on the metrics and whether choosing quality outcomes will aid industry in development of APMs. A new Transition-Out award fee along with a phased in approach to referral management to ensure Transition-In success. Updated requirements for handling of Controlled Unclassified Information as a result of upcoming changes to DoD policy. Changes to evaluation criteria as a result of industry feedback.� A table of T-5 relevant comparisons was added to aid industry in selecting its most relevant past performance references.� Prioritized innovations to start with T-5:� Virtual Value Networks, Advanced Primary Care and Care Collaboration Tools for their impact to readiness, cost, and quality.� Other innovations, including the competitive demonstrations, will be phased in during T-5 performance. Updated requirements for return of clinical information and integration with data systems.� Linked requirements to the Award Fee to improve readiness of the force.� DHA seeks input from industry on all Award Fee targets. Please note that the collection of requested information does not obligate the U.S. Government to incorporate or procure any solicited comments or services. Responses to this announcement will not be returned.� The Government is not liable to pay any costs associated with companies responding to this Draft RFP. This Draft RFP is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design/structure.� All information received resulting from this Draft RFP will be used by the Defense Health Agency (DHA) as market research for future Managed Care Support requirements. �However, responses may be releasable to the public under the Freedom of Information Act (FOIA) unless appropriately marked.� The DHA, at its discretion, may request respondents to this Draft RFP to elaborate on information in their written response in writing or through other means.� Respondents to this Draft RFP will not be notified of any results derived from a review of the information provided. Responses from the Government are subject to change, as requirements themselves remain in draft form. Clarification should be sought from the Government for any remaining questions, particularly those pertaining to evaluation criteria, incentives or contract requirements, at the final RFP stage. Background TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS).� The health care services involved in this acquisition represent a continuing, statutorily defined requirement.� TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199.� The DoD is responsible for administration of medical programs that provide health care to active duty, active duty family members, retired military members and their families as well as family member survivors.� In order to fulfill this responsibility, DoD provides health care directly through military medical treatment facilities (MTFs) or reimburses for care furnished through private sector health care providers.� This acquisition is to purchase administrative and support services for the receipt of health care from the private sector and for the integration of that private sector care with the DoD direct care system. �DHA is reaching out to industry to help inform future Managed Care Support requirements. �T-5 will deliver medical services and associated administrative support services to support the Military Health System�s (MHS) delivery of an integrated care program that optimizes a ready medical force and a medically ready force.� Data resulting from T-5 supports readiness decision-making by the Chiefs of each military service as well as informing the Secretary of Defense with the costs of delivering the benefit. Information Submission Instructions: The Government is seeking industry comment on the revised�draft�requirements, terms and conditions. �The Government encourages responses from interested parties who are capable of responding to the entire scope of the Draft RFP, as well as interested parties who may have specific expertise in only limited areas of this Draft RFP. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Draft RFP. �All costs associated with responding to this Draft RFP will be solely at the responding party�s expense. Qualified, interested parties, should submit information for this request.� All responses shall be submitted using the Microsoft Excel response template provided with this announcement, titled� �T-5 Draft RFP3 Response [ORGANZATION NAME].�� All comments and questions should be contained in the Excel document.� Do not submit proprietary questions in this template as DHA intends to use the template to respond to all offerors. DHA will also accept an ""overall"" assessment of the RFP in narrative form using Adobe Acrobat or Microsoft Word.� �Proprietary information may be submitted as commentary in this document.� Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.� Proper restrictions shall be marked as such on each page. �Only the Government and support contractors with signed non-disclosure agreements will review submissions to this Draft RFP. �� The Government asks that the document be free of logos except for the cover sheet.� Please note that no comments or questions will be adjudicated from this document by the Government.� Only electronic submissions will be accepted.� Each electronic submission shall include: ""T-5 Draft RFP3 Response [ORGANIZATION NAME]� in the subject line. If the submission includes more than one (1) electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line.
