- Description
- CAUTION: This market survey is in response to Industry Day extending response time to gather additional information from industry which will help to identify potential sources that may possess the expertise, capabilities, and experience to perform mechanical; electrical; instrumentation, data systems, and controls (ID&C); and/or design/build projects for military ground testing facilities. These projects include infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation (RDT&E) mission at Arnold Engineering Development Complex (AEDC), Arnold AFB TN. Performance will be primarily required at Arnold AFB, TN as well as at the following Geographically Separated Units (GSUs): National Full Scale Aerodynamics Complex (NFAC), Mountain View, CA (NASA Ames); Tunnel 9, White Oak, MD; McKinley Climatic Laboratory, located at Eglin AFB, FL and the 704th Test Group at Holloman AFB, NM; to include the 704ths GSUs, OL-AA located at Kirtland AFB, NM, and OL-AC located at Wright Patterson AFB, OH and the 586th Flight Test Squadron at White Sands Missile Range, NM. AEDC intends to use the information gathered from this effort to begin to assess capabilities and interests in all aspects of the work to be performed, in order to begin formulating an acquisition strategy for the FARM II effort(s). Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. The Government does not intend to award any contracts on the basis of this survey. The Government plans to issue a best value solicitation(s) that will result in a multiple award Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order contract(s). The Government reserves the right to award approximately four task order contracts should it be deemed to be in the best interest to do so. The contract period of performance is anticipated to be five years from date of award. The estimated maximum dollar value, including the base period and all option periods, is $200,000,000 to $250,000,000. Task orders will typically range between $200,000 and $15,000,000. Task orders may require design/build, two-phase design/build, and/or construction services. The Government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum is guaranteed to be ordered from each awardee under the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. Contract awards are targeted for January 2022.
