Description

Pursuant to FAR 13.016?1(b), the Department of Health and Human Services (DHHS), Program Support Center, Acquisition Management Services, on behalf of the DHHS, Supply Service Center (SSC), Perry Point, Maryland intends to negotiate and award a purchase order on a SOLE SOURCE�basis to EMD Millipore, 400 Summit Drive, Burlington, Massachusettes, 018035258 for catalog number FSLG04700 Fluoropore membrane filter.� EMD Millipore�is the manufacturer.� Justification: The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services located at the Supply Service Center, Perry Point Maryland wishes to award a purchase order on a sole source basis to EMD Millipore, 400 Summit Drive, Burlington, MA, 018035258. The BioWatch Program is currently the only civilian program that actively monitors for the aerosol release of bio-threat agents in jurisdictions across the country.� The BioWatch Program mainatins Portable Sampling Units (PSUs) to monitor for bio-threat agents.� PSU�operations were optimized and validated using EMD Millipore FSLG04700 - Option2/Sample 5filters (FluoroporeTM Membrane Filter, 3.0 ?m PTFE membrane, white, gridded, 47 mm cut discs). The validity of the results require the use of this filter. The particular filter property is matched to the performance of the PSU and standardizes the capture rate of aerosolized particulates. Use of other sources would result in unacceptable performance or excessive cost for the BioWatch Program.� Therefore, EMD Millipore�is the only responsible source to provide the necessary filter to support the mission of the BioWatch Program.� Unique Source �I/A/W FAR 6.302-1(b)(1). The facilities across CONUS providing this bio-threat support will be serviced by the logistical operations at the SSC, Perry Point.
