*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Thermo Fisher Scientific, Inc. dba Thermo Environmental Instruments LLC, Franklin, MA for� purchase of two replacement ozone UV photometric analyzers 49IQ-ANBA part number 49IQ (TEI 49IQ) EM-49IQ-ANBA ozone UV photometric analyzers. ***The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA), Global Monitoring Laboratory (GML), requirement for the purchase of �the replacement analyzers is based on Instrument racks are designed to house multiple instruments and are specifically designed for the size, inlet set up, and computer configuration of the TEI 49IQ instrument. The instrumentation used in the network is consistent across all locations and is able to communicate with the data acquisition software developed at NOAA GML. The TEI 49IQ instrument is manufactured to meet all technical specifications required to the network. NOAA GML has considerable inventory of spare parts and tools for the TEI instrumentation for future maintenance and repairs. Products are due by 4/30/2021. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
