- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with: Cytosurge,�S�gereistrasse 25, Glattbrugg, ZH, 8152,�SWITZERLAND The sole source justification is based on the following: To meet a congressional mandate for the National Institute for Standards and Technology (NIST) to support standards for regenerative medicine, NIST is looking to expand the capability for precision mammalian cell engineering and clonal cell line development to provide new types of biology standards. As a result, NIST�s Biosystems and Biomaterials Division has a requirement for a single cell injection microscope system that can inject biological materials into individual biological cells and isolate individual cells to initiate clonal cell populations.� The system must be enclosed with temperature and CO2 environmental control with software and computer-controlled movements that enables automating the cellular injection and isolation process.� Visualization and image capture via an integrated microscope capable of fluorescence detection is required. Extensive market research has concluded that Cytosurge� is the only vendor that produces a single integrated minimally hands on instrument (the FluidFM BOT BIO) with the capabilities of: single cell injection, single cell isolation, x and y coordinate position recording of injected and isolated cells for cell monitoring, microscope for visualization and image capture (bright field and fluorescence), in a closed system with environmental control (temperature and CO2), and is capable of manipulating for mammalian cells (both adherent and suspension). All other vendors identified during market research lacked the required capabilities of single-cell micro or subcellular injection, automated microscopy, single-cell deposition and single-cell manipulation. Given these facts, Cytosurge is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 333314 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 pm EST March 23, 2021, will be considered by the Government. Responses must be submitted via email to the Government point of contacts listed below. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
