- This posting is a Justification (J&A)/Synopsis for the intent�to sole source the purchase of upgraded Blade Risk Manager liscenses, training and maintenence awarded on the basis that there is only one responsible source (FAR 13.106-1(b)(1)(i)).�USAF currently utilizes 8 BMR node locked licenses produced by KDM Analytics, the upgrade, maintenance, and training of these nodes can only be acquired from KDM analytics because they are the sole developer and provider of the internally developer BMR tool. Any and all upgrades for this technology can only come from KDM analytics. Accordingly, the BRM manufacturer is the only known source capable of meeting the government's requirements for this effort based upon the unique capabilities of this provider and the in-depth understanding of the BRM tool and it's capabilities and functions and operation. Substantial research determined that no other vendor possesses the ability to provide BRM upgrades and maintenance and customized training because the BRM manufacturer is the sole provider of BRM software, it is the only firm capable of providing the supplies described above without the U.S Air Force experiencing significant duplication of cost that is not expected to be recoveredthrough competition.� Full details are located in the attached J&A.
