- THIS INDUSTRY WORKING GROUP ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO ISSUE AN RFP OR AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS ANNOUNCEMENT IS STRICTLY VOLUNTARY. The Terrestrial Layer System Echelons Above Brigade (TLS EAB) is planned as an extended-range, terrestrial sensing, collection, and electromagnetic attack system(s) providing integrated Signals Intelligence (SIGINT), Electronic Warfare (EW) and Cyber capabilities for situational awareness, situational understanding, indications & warnings, command post protection operations, and support the delivery of lethal and non-lethal effects in a holistic, synchronized manner for large-scale combat operations. PM EW&C is planning a collaborative interface with industry by providing key TLS EAB reference documentation (e.g. requirements) to those capable of safeguarding, processing and manufacturing TS/SCI information (required for executing the entirety of the TLS EAB effort), allowing for vendors to provide questions on the documentation provided and then providing all vendors with written responses to all vendor questions. The Government is utilizing this approach as a best means to manage COVID restrictions/concerns for all parties involved. To qualify for access to TLS EAB classified reference information, industry members capable of safeguarding, processing, and manufacturing at the TS/SCI level MUST complete Annexes A, B and C and submit to usarmy.apg.peo-iews.mbx.tls-eab-industry@mail.mil by 19 MAR 21 for consideration to receive TLS EAB reference documentation.� TLS EAB reference documentation will only be distributed to those whose eligibility can be verified by the Government. Anticipated TLS EAB reference information to be provided includes: Draft Concept of Operations (CONOPs) Draft Abbreviated - Capabilities Development Document (A-CDD) Capability Statements (TS/SCI) developed to represent key required capabilities for TLS EAB Draft Statement of Need Security Classification Guide for Integrated Electronic Warfare Systems (IEWS) Technology, dated 13 JUL 18 Instructions/email addresses for submitting questions and receiving responses � TLS reference documentation will be provided to qualified, cleared vendors on 26 MAR 21 via electronic mail (at the appropriate security classification level). Information will be released to all vendors on the same day to ensure fair and consistent review time for all. � IAW instructions to be provided, all questions shall be submitted no later than COB 09 APR 21. All questions received by the specified deadline and the associated Government responses will be provided to all participating vendors at the appropriate email/SIPR/JWICS addresses previously provided on 23 APR 21. Respondents should be advised to not include any proprietary information as all questions (sanitized of individual/contractor names) and the Government�s responses will be provided for all interested parties to review. Questions submitted after the deadline will not be addressed. Responses to questions will not be provided prior to the deadline for submissions. Please do not call or email any Government Representatives. All inquiries regarding this announcement must be submitted in accordance with the instructions above/provided. � The questions/responses from this effort will assist the Government in shaping the final TLS EAB capabilities/requirements. � Key events on the TLS EAB timeline include a 3QFY21 Request for White Papers RFP) and a 2QFY22 OTA/Contract Award. The Government reserves the right to adjust the timeline, release follow-up notice(s) with additional updates to participating, qualified vendors containing more details prior to the formal release of the RFPs.
