Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This acquisition is being conducted in accordance with FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice for a project titled �Oil Spill Boom Computational Fluid Dynamics and Physical Modeling Study�. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to the solicitation close date and in order to receive Federal Government awards. The applicable NAICS Code is 541715, Research and Development in the Physical Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The period of performance of the resultant contract is expected to be 12 months from the date of award. The purpose of this project is to investigate towed oil containment boom systems to assess how computational fluid dynamics (CFD) modeling and physical scaled model testing results may predict full-scale boom performance. CFD modeling and physical testing of scaled boom systems at multiple scales is needed. Data obtained will be analyzed to determine their consistency when accounting for scale factors. The use of mechanical systems to collect, contain and recover oil is considered to be a primary technique in responding to offshore oil spills. This method has the advantage of immediate removal of oil from the environment. A typical recovery operation involves a boom towed in a U configuration by one or two vessels which collects surface oil in the boom apex. Once sufficient thickness of oil is collected, a skimmer system recovers the collected oil. This oil is stored in temporary storage devices prior to being taken to shore and offloaded. HOW TO COMPETE FOR THIS REQUIREMENT: This is a pre-solicitation notice issued in accordance with FAR Part 5.204. The solicitation will be issued on the Beta.SAM website at a later date, but no sooner than March 24, 2021. The solicitation will be issued under RFP No. 140E0121R0004. No responses are required at this time, and no request for a copy of the solicitation is required, since a solicitation will be issued at a later time.
