- This is a pre-solicitation notice for non-personal services. The requirement will be to provide custodial services that are to be performed at Joint Base San Antonio (JBSA) Randolph, Seguin Air Field, and Canyon Lake Recreation Area in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2-Synopses of Proposed Contract Actions in preparation for the release of the Request for Proposal (RFP) at a later date. At this time, no questions will be addressed. Comments are acceptable; however, responses to comments will not be provided. Description: The solicitation will be issued as an RFP on or about 06 April 2021. The Proposal due date will be�tentatively planned for 30 days after solicitation is posted. A DRAFT copy of the Performance Work Statement and Appendices A-F are included with this notice.� The North American Industry Code Standard (NAICS) is 561720, Janitorial Services, and the Small Business Size Standard is $19,500,000. The planned procurement method is contracting by Lowest Price Technically Acceptable (LPTA). The solicitation will utilize�source selection procedures, which require offerors to submit a non-price technical proposal for evaluation by the Government. The resulting contract is planned to be a firm-fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract with five (5) 12-month ordering periods. The Service Contract Act of 1965 as amended applies to this requirement.� 3. Place of Contract Performance: JBSA Randolph (RND), Canyon Lake military recreational areas, and Seguin Airfield, TX. 4. Set Aside Status: The current contract (FA301620D0029) was accepted under the 8(a) program; thus, IAW FAR 19.203(c) it will remain in the SBA Program. And IAW FAR 19.805-1(a)(2), the requirement will be competed amongst eligible 8(a) contractors. Once the solicitation is posted, the Government will only accept offers from 8(a) business concerns. All responsible 8(a) business concerns will be able to submit a proposal in response to the RFP (when posted), which shall be considered by the agency.� 5.�Prospective offerors interested in submitting an offer on this solicitation MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM 6.
