- Amendment 1 The purpose of amendment 1 is to: 1. Incorporate quantities on the SF1449 on Page 1, Item # 21 ""Quantity"" for all CLINS; 2. Provide a response to prospective offerors questions; 3. To extend the due date for Phase I to 10:00AM EST., March 18, 2021. _______________________________________________________________________________________________________ The Federal Emergency Management Agency (FEMA) Region IX has the responsibility of supporting American Samoa (AS), Guam, and the Common Wealth of the Northern Mariana Islands (CNMI) with Disaster Response and Recovery efforts. A major part of the initial response effort revolves around supplying the affected area with Initial Response Resources (IRR). These resources include life supporting, life sustaining IRR commodities such as, but not limited to; water, meals, cots, tarps, plastic sheeting, blankets, sandbags, generators, and fuel needed to lessen damage before or after a disaster. FEMA requires additional commodities on these islands, due to unavailable warehousing space, and minimum full time FEMA personnel in the CNMI, Guam, and AS. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Basis for Award The awards will be made based on a ""Best Value-Trade Off""�basis.�The technical evaluation factors are all critical and are listed in descending order of importance. Order of Importance: The non-price factors are in descending order of importance, with Factor 1 - Demonstrated Experience being more important than Factor 2. Factor 2 �Technical Capability & Management Approach is more important than Factor 3 - Quality Control Plan. Technical Factors combined are significantly more important than Factor 4 � Price. The Government intends to award one or more, Indefinite Delivery, Indefinite Quantity (IDIQ) contract resulting from this RFP, to responsible, responsive offeror(s) whose proposal is determined to represent the Best Value to the government, price and other factors considered to ensure maximum delivery capacity. Questions: Any questions regarding this solicitation must be submitted via email to the Contracting Officer at Isaac.Chapple@fema.dhs.gov and Contract Specialist Linda.osseiboateng@fema.dhs.gov no later than 10:00 a.m. EST March 4, 2021. The Offerors must include the company name and solicitation number ""70FB7021R00000005"" in the subject line of the email. All questions will be answered in an amendment and provided to all Offerors. FEMA will not attribute any question(s) asked to the submitting Offeror(s). Phase I Proposal Phase 1 Proposals are due no later than 10:00 AM EST, March 16, 2021.�Offerors shall submit an electronic copy of its proposal to each of the following email addresses: Isaac.Chapple@fema.dhs.gov and linda.osseiboateng@fema.dhs.gov.
