- This is a PRE-SOLICITATION NOTICE only. This is not a request for proposal. Reference may be made to the Sources Sought Notice ID 47PC0321R0006, published on January 22, 2021.� The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region (Region 2) intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services to replace the potable and storm sewer piping system, provide solar hot water heater, hot water distribution piping system, a delegated design and installation of a new water treatment system and new sanitary pipe lining at the Almeric L. Christian Federal Office Building and U.S. Courthouse, St. Croix, U.S. Virgin Islands.� The building is located at 3013 Estate Golden Rock Lot 13, Christiansted, St Croix, USVI 00820. The period of performance from Notice to Proceed to Substantial Completion is 397 calendar days.� The Estimated Construction Cost for this project is between $1,000,000 and $5,000,000. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract.�� This requirement is anticipated to be 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5.� The North American Industry Classification System (NAICS) code is 236220, with a size standard of $39.5�million average annual receipts over a period of three (3) years.� All responsible small business firms may submit a proposal. GSA anticipates issuing the Request for Proposal (RFP) approximately on or about two (2) weeks from this notice; with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at www.beta.sam.gov. This will be a competitively negotiated acquisition governed by procedures in FAR 15.� Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process.
