Description
Simplified Procedures for Certain Commercial Items under FAR 13.5 are Applicable. Solicitation SPE7LX21RX019 will be used to establish an Indefinite Delivery Contract (IDC), Firm Fixed Price (FFP) with one three-year (3-year) base period. There will be no option years. This project will allow for continued support to the Global Tire Program (GTP). The scope of this solicitation and resulting contract(s) is GTP Contractor and Government supply support for ground tires under the Cooperative Tire Qualification Program (CTQP) Cooperative Approved Tire List (CATL) 1923 (off-the-road tires) pursuant to FAR Part 51. This acquisition provides a means to support ground tires that are part of the CTQP, which is administered by the Ground Vehicle Systems Center (GVSC) with Defense Logistics Agency (DLA) oversight and is limited in scope to tire groups that include a DoD ground vehicle application. GVSC is the Engineering Support Activity (ESA), which updates and publishes the CATL 1923 list as directed by DLA. An award against this solicitation will provide the contractual basis for the GTP Contractor to secure tires at Government-negotiated prices, in order to support the military. CATL 1923 consists of the following groups: � Group 1, Off Road Tires, Intermittent Highway Service � Group 2, Earthmoving, Mining and Logging Tires � Group 3, Road Grader Tires Tires listed in CATL 1923 have been tested and/or approved for procurement by U.S. Federal, State and Local Government agencies. This list is based on the results of Qualification Testing as prescribed in either Federal Specification ZZ-T-1083, or ASTM standard F1923 and accompanying Administrative Manual CTQP-AM-1923, issue in effect at qualification test run. The most recent CATL 1923 contains six approved manufacturers (with their approved groups) for new tires.��The Contracting Officer has determined this item will be solicited unrestricted with other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2). This solicitation�is for twentyfour (24) NSNs with a description of Tire, Pneumatic, Vehicular,. These NSNs have an AMC/AMSC of 1/C and a North American Industry Classification System (NAICS) code of 326211 (Tire Manufacturing, except Retreading). RESPONSE DATE: offers/Responses will be due prior to the closing date and time specified in Block 8 (Offer Due Date/Local Time) on Page 1 of Standard Form 1449 (Solicitation for Commercial Items). All responsible sources may submit an offer/proposal, which shall be considered. The Government will be conducting a Lowest Priced Technically Acceptable (LPTA) source selection, I/A/W FAR 15.101-2. The Contracting Officer will open and evaluate all offers to determine technical acceptability. The award decision will be made based on the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors, as outlined below: A technically acceptable proposal will be determined through an evaluation of each offeror's proposal by the Government. The evaluation factors for determining acceptability of offers are: � Materiel Requirement � Delivery Requirement � Experience -Work Experience Sub-Factor -Schedule Experience Sub-Factor � Compliance Requirement -Technical / Quality Control Plan Sub-Factor -Information Technology Sub-Factor � Subcontracting Plan Requirement Factor One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. THE RESPONSE DATE IS JUST A PLACE HOLDER IN ORDER TO EXECUTE THIS ANNOUNCEMENT. THE ATTACHMENT(S) CONTAIN THE INFORMATION THAT WILL BE USED FOR THE SOLICITATION. ALL REQUIREMENTS WILL BE FOB DESTINATION, INSPECTION AND ACCEPTANCE AT DESTINATION.
