- SCOPE: The VA Caribbean Healthcare System (VACHS), 10 Casia St, San Juan, PR 00921, has a requirement for to develop a web-based site to make Whole Health educational materials, videos and an interactive PHI coaching/education tool accessible to Spanish speaking Veterans and their families. The proposed timeline to accomplish the goals delineated in this innovation grant is one year.. The proposed website to be utilized for this project is already in place and manage by VA. The proposed website will also support providers and Veterans from other facilities to have accessible educational materials and resources translated and adapted for the Spanish speaking population of Veterans and their families. The Spanish translation and adaptation of educational materials, the creation of videos, the development of the interactive PHI coaching/education tool, and the equipment to develop podcasts. Section 508 of the Rehabilitation Act of 1998 requires government websites to meet certain technical and functional performance criteria to be accessible to users with disabilities. An overview of the requirements is included in Subpart B Technical Standards, sections 1194.21 ""Software Applications and Operating Systems, 1194.22 ""Web-based intranet and internet information and applications, 1194.24 ""Video and Multimedia Products, and in Subpart C, Section 1194.31 ""Functional Performance Criteria. For further details, refer to VA Handbook 6102. Deliverables A001 a. Number of educational materials and videos translated to Spanish A002 b. Creation of an interactive PHI coaching/education tool A003 c. Creation of podcasts A004 d. Social Media Insight Monitor report A005 e. Website analytics report Contract Administration: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contract. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement. DESCRIPTION: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 541930- Translation and Interpretation Services. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Eastern Standard Time (EST) on March 16, 2021. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award.
