Description
Action Code: Sources Sought Notice Subject: Vertical Lift Railroad Bridge Repairs, Cape Cod Canal, Buzzards Bay, MA Solicitation Number: W912WJ21X0019 NACIS Code: 237310 Response date: April 09, 2021 Place of Performance: US Army Corps of Engineers, New England District 696 Virginia Road Concord, MA 01742-2751 US The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Vertical Lift Railroad Bridge Repairs project at the Cape Cod Canal in Buzzards Bay, Massachusetts. This announcement is to determine interest, availability, and capability of Small and Large Business concerns for this project. The NAICS code for this procurement is 237310. The project is planned to be issued in the summer of 2021 with construction to take place during the fall and winter months. The estimated construction cost is between $250,000.00 and $,500,000.00. The Vertical Lift Railroad Bridge is one of three Cape Cod Canal crossings and carries a single track of the Massachusetts Coastal Railroad across the Cape Cod Canal in the neighborhood of Buzzards Bay in Massachusetts. The bridge, constructed in 1935 under the direction of the United States Army Corps of Engineers, is a three-span bridge with one main lift span which is flanked by a tower/approach span at each end. The spans are designated as the south approach span, lift span and north approach span from south to north. The substructure is labeled abutment A, pier B, pier C and abutment D from south to north. The total length of the bridge is 806 feet from center-to-center of abutment bearings and supports a single railroad track on an open timber tie deck. All spans are composed of riveted steel through trusses. The main lift span is 544 feet, center-to-center of live load bearings. The Mass Coastal Railroad utilizes the bridge to haul waste from Cape Cod typically six days a week. The Massachusetts Bay Transportation Authority (MBTA) provides passenger rail service (the Cape Flyer) on weekends during the summer months from Boston to Hyannis. The passenger train requires the vertical lift bridge to operate six times per week from June to September. The following items to be included in the design package: Replacement of lower span lock/gear box assembly on the North and South piers. Replacement of the existing 5HP, 3, 460V lower span lock motor on both the North and South Piers and replacement of the existing motor disconnect switch. The project may also include the replacement of associated conductors for the motor control. This replacement effort would remove and replace the existing pullbox and control conductors, while allowing the existing limit switches to remain; this replacement effort will be a combination of conduit and flexible industrial grade cables. To be confirmed with project office. The environmental conditions require that all replacement electrical materials to be NEMA 4X stainless steel enclosures, PVC coated rigid steel conduit, and industrial approved control cabling. Replacement of North and South pier wear plates (2 on each side) to their original thickness. Replacement of the upper and lower Southeast guide rollers and associated bearings, guide roller shaft, adjustment flange, and any locking/mounting hardware are all to be replaced. The other six East/West lateral guide rollers are to be assessed and adjusted if required to be within defined operational tolerances. For reference, the lower span lock/gear box assembly & motors were last replaced in 2003. In 2014, the clearance of two span guide rollers was adjusted. The guide roller to be replaced is not one of the two guide rollers that were adjusted. It is assumed that the guide roller to be replaced is original as well as the wear plates. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firms experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offerors effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by April 09, 2021. Responses should be emailed to: Sara.J.Torres@usace.army.mil Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice. Government Agency URL: www.nae.usace.army.mil Government Agency URL Description: New England District, Corps of Engineers
