- This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement.�� The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms.� Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions.�� � The Mobile District Corps of Engineers has a need for a construction contract to �design and construct� improvements to raise the perimeter berm for the RM Clayton Water Reclamation Center located in Atlanta, Georgia. �The existing perimeter berm requires tree removal, placing additional earthen fill, and a sheet pile wall designed to protect the water reclamation plant from surface overtopping floodwaters of the nearby Chattahoochee River and its tributaries.� The crest of the perimeter berm shall be set approximately 3 feet above the typical elevation for the existing perimeter berm.� The berm consists of three segments, two along the Chattahoochee River (approx. 1500 feet total) separated by an overpass abutment for the Atlanta Highway bridge over the river and one segment along low ground on the opposite side of the facility (approx. 1400 feet).� The City of Atlanta has provided a conceptual design which will be made available �for information only�.� This include geotechnical boring data and report, a hydraulic and hydrologic study, project footprint, utility overlays (to extent available), and other information can be provided upon request.� The contractor shall be responsible for locating/verifying all utilities and making any necessary design considerations prior to design completion and construction.� It is desired to leave utilities in place to the extent possible, with only minor realignments anticipated, if any. The water reclamation facility is the primary wastewater treatment facility for the City of Atlanta and must remain in operation during this construction.� The facility may have other upgrades ongoing by contract within the facility.� Space must be identified during design for material laydown, parking and office trailer that will not impede the daily facility operations or expansions and as close as feasible to the construction area.� Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offeror's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, 8(a), HUBZone, Women Owned, and Service Disabled Veteran Owned shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare, and comply with various environmental and construction permits, and capacity to execute this project with other ongoing dredging contracts. 5. Past performance/experience on projects of similar scope, describing no more than three (3) projects that are at least 50% construction complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the bidder's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL.
