- Description
- The Naval Information Warfare Center (NIWC) Atlantic, plans to award a Cost-Plus-Fixed-Fee, sole-source contract under the authority of 10 U.S.C. 2304(c)(1), and FAR 6.302-1(a)(2) to Amentum Services, Inc., 20501 Seneca Meadows Parkway, Suite 300, Germantown, Maryland 20876. This contract, when awarded, will allow Amentum Services, Inc. (Amentum) to continue providing the unique support services for the Submarine C5I & Weapons Shipping/Handling/Launcher (CW) Integrated Test Team (CWITT), C5I system, Submarine Warfare Federated Tactical Systems (SWFTS) Modernization, and Nuclear Command and Control (NC3)) to augment the Government in the execution of its C5I, SWFTS and NC3 role as responsible agent for technology and capability delivery, system and platform level integration and test, and support to the Submarine Fleet. This contractor will support the development and execution of testing and certification, engineering products, technical support, system/equipment analysis and assessment, modernization coordination/oversight, Integrated Logistics Support (ILS), and program management support required to deliver platform level, fully integrated, tested and operated combat systems and capabilities to the Submarine Fleet and other supporting organizations. These Engineering and test and evaluation support services are currently being provided on the Seaport Task Order N0017804D4042 / N6523617F3083, period of performance is due to expire on 20 July 2022. This potential contract was historically issued as competitive solicitations resulting in the Government receiving one (1) offer which resulted in the following contracts to Amentum (formally AECOM): N0017804D4042 / N6523617F3083 (AECOM- formally URS Federal Services, Inc.) and N65236-12-D-4806 (URS Federal Services). The Government recently evaluated the scope of the current contract and determined a portion of the requirement will yield competition on engineering software tools development. Through posting a Request For Information (RFI) the Government received responses from four (4) large businesses and three (3) small businesses making the determination competition exists for the scope of engineering tools software development for the Integrated Test Procedures application and Submarine Operating Authority; therefore, the scope of the engineering software tools development will be competed under SeaPort Next Generation (NxG). The anticipated period of performance of this contract is a base year and four (4) option periods, with an estimated dollar value of $245,000,000. The North American Industry Classification System (NAICS) Code for this requirement is 541330. This notice of intent is NOT a request for competitive proposals.
