- �Notice of Intent � THIS IS FOR INFORMATIONAL PURPOSES ONLY.� Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to specify certain items listed below by brand name or equal that will be incorporated into the solicitation for Phase III of the Columbarium Repairs at Arlington National Cemetery (ANC) under W91236-21-B-2004. � Description of Scope being Completed During the development of the technical requirements the need for two separate cleaning actions was identified.� The first process is the application of a mild detergent on 105,456 SF of stone and concrete elements within the Columbaria with the intent of a reduction of biofilm buildup on the surface.� The second process is the targeted spot cleaning and stain reduction of approximately 10 locations each consisting of 1 SF. Mock-ups will be required for all chemical applications prior to product approval to ensure that the product is acceptable and that the contractor can install the product according to contract specifications. Description of the product or process � Mild Detergent � Arlington National Cemetery has conducted phased testing to determine cleaning products that would effectively reduce and remove the biofilm. The cemetery has found that products who possessed the active ingredient of quaternary ammonium (quats) were shown to provide the necessary reduction in biofilm to be effective without causing damage to stone. Mild Detergent is defined as the mildest cleaner that is determined to be effective by a mock-up. Any other ingredients in the product must be shown not that have a detrimental effect on stone or marble surfaces. Products that have been tested and approved for the biofilm reduction application are listed below. D/2 Biological Solution (D/2) Clorox� Pro Quaternary All-Purpose Disinfectant Cleaner (Clorox Pro Quat) Lysol� IC� Quaternary Disinfectant Cleaner (Lysol) Enviro Care � Neutral Disinfectant Cleaner (Enviro Care) Sentinel� II Disinfectant Cleaner (Sentinel II) Description of the Product or Process � Targeted Spot Cleaning and Stain Reduction � There is sporadic staining throughout the Columbaria that has been deemed objectionable.� These areas include severely soiled areas of limestone, coatings, asphalt or tar stains, and iron stains. There are an array of products that may be used to treat each of these individual conditions and the following products have been seen to be effective in treating each of these conditions. The government may approve other products that have demonstrated effectiveness in addressing the specific conditions seen on the stone or concrete. All products should be used in accordance with manufacturer�s specifications or as directed by the government. �Severely Soiled Limestone: � Cathedral Stone Light Duty Cleaner Cathedral Stone Heavy Duty Cleaner Sure Klean 776 Limestone and Masonry Prewash/After wash 500 Limestone Prewash/After wash 70X Limestone cleaner pre rinse / 707N after rinse Coatings, Asphalt, or Tar stains: � Sure Klean Asphalt and Tar Remover Cathedral Stone Light Duty Paint Remover Cathedral Stone Heavy Duty Paint Remover Sure Klean Dicone NC9 Sure Klean Dicone NC15 Sure Klean Dicone NC25 Iron Staining: � Sure Klean Ferrous Stain Remover Iron Out Rust and Stain Remover CSP Light Duty Rust Remover All potential responsible sources may submit a response, which if timely received, will be considered by the agency.� This notice of intent is not a request for competitive proposals.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201.� All responses received within fifteen (15) days of the posting of this notice, will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
