- THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure a Satellite Simulator as brand name or equal on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential Offeror�s to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Size Standard: 1,250 employees. This is a new requirement. Salient Characteristics (Brand Name or Equal): � (4 each) RTL-CHSIM-600MHZ, NG Channel Simulator - 600 MHz BW Single Channel with Fixed Center Frequency (1200 MHz). [Note: ITAR controlled] Commercial 2U Channel Simulator, single channel, 600 MHz bandwidth, with fixed frequency: 1200 MHz. This product is ITAR controlled under USML XI(C)(8). � (4 each) RTL-CHSIM-MULTIPATH-FW, NG Channel Simulator - Multipath Fading: Statistical and 4 path finite-ray fading model.bMultipath fading license: Statistical (Rician, Rayleigh) and 4 path finite-ray fading model firmware. 4x multipath provides optimal fidelity and band flatness. � (4 each) RTL-CHSIM-PHASENOISE-FW, NG Channel Simulator - Programmable Phase Noise. The optional hardware phase noise capability allows users to inject phase noise into a signal path with user-controllable profiles that can start at 10 Hz and extend beyond 10 MHz. Phase noise curves are selected from multiple, predefined phase noise curves or customized by the user. This feature is optional and available only on DG5500 modules. � (4 each) RTL-CHSIM-NONLIN-FW, NG Channel Simulator - Programmable Amplifier Transfer function (AM/AM, AM/PM). The nonlinear amplifier response can be modelled as both Amplitude Modulation/Amplitude Modulation (AM/AM) distortion and Amplitude Modulation/Phase Modulation (AM/PM) distortion by the CS to show the effect on the communication link. � (4 each) RTL-CHSIM-FREQ-LS-FW, NG Channel Simulator - L/S-Band Adjustable Center Frequency (900 - 2450 MHz). Allows the center frequency of the Channel Simulator to be set between 1200 MHz and 2150 MHz for 600 MHz IBW and 962.5 MHz and 2387.5 MHz for the 125 MHz IBW. � (4 each) RTL-CHSIM-CH-SHAPE-FW, NG Channel Simulator - Channel Shaping: Programmable FIR Filter. The optional Finite Impulse Response (FIR) filter capability provides users with a multi-tap (XX tap, model dependent) complex FIR filter. The FIR filter can also be used to pre-distort signals to test with improved flatness. In response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Ophelia M. Brown, in either Microsoft Word or Portable Document Format (PDF), via email ophelia.m.brown.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
