Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's intent to award a contract based on single-source procedures. The FAA intends to procure Fiber Optic Transmission Systems Multi-Service Platform Telecommunications Equipments (FOTS MSP Equipments) over a three year period under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Data Comm for Business, Inc (DCB Inc), 2949 County Road East Dewey, IL 61840-9639. �The MSP Equipments are to be used at various airports throughout the National Airspace System (NAS). The FAA Acquisition Management System (AMS), section 3.2.2.4, Single Source Selection, permits acquisition on a single source based on impact, standardization, and when it is the only source available to satisfy requirement within the time required. DCB, Inc is the only source that has a commercial off-the shelf (COTS) MSP equipment product that meets the requirements specified in the product description (MSP Specs-FAA-P-2978d DRAFT - Initial Release Ver. 0.2SM) and can deliver the MSP equipment�s within the required timeframe. A sources sought was posted publicly at beta.sam.gov on 5/8/2020 titled �SONET Multi-Service Platform� ID 6973GJ and out of the four responses received, DCB Inc was determined to be the Lowest Priced Technically Acceptable offeror. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm�s capabilities and experience in providing MSP Equipments as outlined in the attached specifications and the FAA will evaluate accordingly. The FAA is not liable for any costs associated with the preparing of a response to this announcement. All responses to this requirement must be directed to Daniel Irungu at Daniel.Irungu@faa.gov no later than 2:00pm CST, March 16, 2021.
