Description
This public announcement is being issued in accordance with Section 3.2.1.3-11 of the Federal Aviaition Administration (FAA) Acquisition Management System (AMS).� Industry is hereby informed that the FAA is seeking the commerical availability of a ""direct to pilot"" Runway Incursion Prevention system(s) for three (3) designated small to medium airports where existing surveillance technologies are not available.� The FAA may award up to three (3) contracts, one for each of the three designated airports specified in SIR Section C.1.1. Potential venodrs are advised that: --This is a Screening Information Request (SIR) or Request for Proposals (RFP); --The FAA is not seeking or accepting unsolicited proposals; --The FAA will not pay for any information received or costs incurred in preparing the response to this SIR; --Any costs associated with responding to this SIR are incurred solely at the potential party's expense; and --The FAA, at its sole discretion, may contact one, some, all or none of the respondents to the SIR and ask for additional information; a formal evaluation of the vendor responses will occur and vendor participation in any informational session is not a promise for business with the FAA. --This is a developmental project; therefore, should the FAA elect to conduct business with a vendor, the requiremetnts are finalized based on the desired system capabilities identified respectively in the�Scopt of Work and other sections of the SIR. --Any proprietary informaiton submitted must be adequately marked as proprietary and will be protected accordinly. --Offeror's company name and/or logo must NOT be embodied in any other page of proposal Volume I (Technical Proposal), other than the cover sheets for each section.� If Offeror's company name is listed in any other pages than the cover sheets for each corresponding section this may result in disqualification of the offeror's proposal. Offeror Questions 1.� Any question that an Offeror has regarding the content of the SIR package must be prepared in writitng and submitted to the CO.� Questions should be identified and segregated by topic and must make reference to the applicable section or paragraph, if applicable (e.g., SIR Section H, Provision H-2, subparagraph a). 2.� Offereors must use email for the submission of questions.� Offerors must use the following address:vida.lee-olives@faa.gov.� It is the Offeror's responsibility to verify that the CO has received the trasmission and may do so via read-receipt request. 3.� The Government reserves the right to share the text of questions and the Government's responses with other Offerors and the general public, but the original submitter will not be identified. 4.� All questions relating to this SIR must be received by the CO on or before April 2, 2021.� Written inquiries received within the specified timeframe will be answered in writing prior to the required date for submittal of the Offeror's proposal.� The FAA reserves the right to not answer any requests received outside of the above timeframe.� Futhermore, Offerors must note that the proposal due date will not be exednded solely on the basis of questions received after te timeframe mentioned above. 5.� The FAA will not provide verbal or witten responses to Offeror questions concerns, and clarification requests initiated via Offeror telephone calls. Please refer to the SIR for background and submission requirements. The technical and cost proposals must be emailed to vida.lee-olives@faa.gov by 4:00pm ET on May 7, 2021.� Late submissions will not be evaluated. All communications with the Contracting Officer must be in writing.� All inquiries should be submitted in writing to the Contracting Officer.� Phone calls to the Contracting Officer will not be accepted.� Interested vendors are requested not to contact the local airport authority at SAT, DAB or T?uS during the response period.
