Description
Synopsis: Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) contract, to provide electrical engineering technician support services as defined in the attached Statement of Work. NNSY specializes in the repair, overhaul and modernization of U.S. Naval ships and submarines. NNSY�s Lifting and Handling Department requires an Electrical Engineering Technician to provide training and technical expertise in the areas of nuclear and non-nuclear weight lifting and handling equipment alteration, modification, maintenance, trouble-shooting and repairs. The contractor will provide an Electrical Engineering Technician to advance the mission of the Lifting and Handling Department.� The ideal candidate will have extensive experience and subject matter expertise in the maintenance and repair of Weight Handling Equipment (WHE) which includes dock cranes, bridge cranes, Heavy Lift Transporters, Diesel-Electric locomotives and associated supporting electrical systems and electronic controls. The technician will also provide instructional guidance to staff and implement a training program to develop junior employees within the Lifting and Handling Department.� This acquisition will be solicited and awarded as a Total Small Business Set-Aside utilizing the policies and procedures outlined in FAR Subpart 19.5 (Set-Asides for Small Business). The NAICS code applicable to this procurement is 811310 , Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of 7.5 million dollars. The Product Service Code is J039. The one-year base period of performance for this acquisition is anticipated to begin on 15 April 2021.� The contract will also contain three one-year option periods. The total anticipated contract period of performance is four years. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form.� The solicitation is not yet available.� Once available, the solicitation will be posted to this site System for Award Management (SAM), beta.SAM.gov. The solicitation is expected to be available approximately 25 March 2021.� Solicitation N4215821QN010 and subsequent amendments will be posted to this website beta.SAM.gov. Prospective Offeror's are responsible for downloading their own copy of the solicitation and for frequently monitoring the beta.SAM.gov website for solicitation amendments. The Government is not responsible for inability of the Offeror's to access solicitation documents posted. Prospective Offeror's should also register at beta.SAM.gov on the interested vendor list under N4215821QN010. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed.� Offeror's must also be registered in the System for Award Management in order to participate in this procurement at http://www.sam.gov. All responsible sources may submit a Request for Quotation (RFQ) which shall be considered by the Government. By submitting a RFQ, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the RFQ.� By submission of a RFQ, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.
