Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is F3G3CE0335AW01. This solicitation is issued as a Request for Quote (RFQ). 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 13 January 2017. 3. This requirement is solicited 100% Small-Business set-aside, and the associated NAICS code 238290. 4. Below is the contract line item number. CLIN 0001 � Replace Ductwork in Dehumidifiers per attached SOW. Service Contract Act Wage Determination 20015-5593 Revision 14, dated 12/21/2020, for Nevada, Clark County applies to this acquisition. 5. Description of requirement for the item to be acquired. Delivery Date: 30 Days ADC Delivery/Ship to Location: Nellis AFB, NV 6. Place of delivery is Nellis AFB, Nevada, and inspection and acceptance is FOB destination. 7. The following provisions are incorporated by reference. 52.212-1, Instructions to Offerors � Commercial 8. The following provisions are incorporated by full-text. 52.212-1, Instructions to Offerors � Commercial, Addendum, applies to this acquisition. (1) FAR 52.212-1, paragraph (b)(8), is changed to read: (8) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. (2) FAR 52.212-1, paragraph (c), is changed to read: (c) Period for acceptance of offers.� The offeror agrees to hold prices in its offer firm for 90 calendar days from the date specified for receipt of offers. (3) To be considered for this requirement, the offer must complete the Bid Schedule (see paragraph 4).� Fully complete the pricing on each CLIN as required.� The contractor shall fill out a unit price, the extended price and a total price for all CLINs.� Please ensure that all prices, extended prices and total prices are checked and verified for accuracy.� DO NOT go two (2) digits beyond the decimal point.� ���� (4) In accordance with FAR Part 9, Contractor Qualifications, past performance information will be used to determine whether an offeror has a satisfactory performance record to determine whether the offeror is a responsible contractor eligible for contract award. An offeror determined to have an unsatisfactory performance record will be determined non-responsible, therefore, the offeror will not be eligible for contract award. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance. The Government has a right to retrieve additional past performance information through the Government�s past performance databases, Federal Awardee Performance Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS). 52.212-2, Evaluation -- Commercial Items, (Jan 1999) Award will be made to the Offeror whose Acceptable Technical Proposal represents the Best Value to the Government.� Best Value will be determined by the Lowest Priced Technically Acceptable proposal.� Offers will be rated by technical acceptability and award will be made to the lowest priced offer. (1) The evaluation team will evaluate each offer on its merits and assign one of the following ratings to each offer. ���� Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Offer clearly meets the requirements of the Solicitation and the Requirements Description. Unacceptable Offer does not clearly meet the requirements of the Solicitation and the Requirements Description. Price.� The Government shall conduct a price evaluation of all offers.� The Government will evaluate an offer by adding the total price for all CLINs.� The Government may use various price analysis techniques and procedures to ensure a fair, reasonable and realistic price.� Evaluation of prices will determine if they are compatible with the scope of the effort, are not unbalanced and are neither excessive nor insufficient for the effort to be accomplished.� It is expected that the competitive nature of this acquisition will drive price reasonableness and fairness; however, the Government reserves the right, if it deems appropriate, to make these determinations by means of one or more price analysis techniques.� Contract(s) may be awarded to the offeror who is deemed responsible in accordance with the FAR Part 9.1, whose offer conforms to the solicitation�s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this RFQ) and is judged, based on the evaluation to represent the best value offer.� The Government intends to evaluate proposals and award 1 (one) contract without discussions with offerors. Therefore, the offeror�s initial proposal should contain the offeror�s best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. While the Government will strive for maximum objectivity, the selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.� b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (End of clause) 5352.242-9000, CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names, dates of birth, social security numbers, citizenship, and driver�s license / state identification, of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver�s license (additional supporting documentation is required when driver�s licenses from Utah, New Mexico, or Washington is provided such as Passport, original Birth Certificate with raised seal, or original Social Security Card), current vehicle registration, valid vehicle insurance certificate, and for non-US citizens, documentation demonstrating legitimate ability/status to be in the United States to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall be briefed on the requirements of AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management.� Compliance with the requirement of these AFIs is mandatory for access. NAFB consists of three main areas: the Main Base, Area II and Area III.� Work to be accomplished will be on Main Base at building 425. 3.� ENVIRONMENTAL PROTECTION:� All work and contractor operations shall comply with the requirements imposed by all applicable Federal, State, local and NAFB laws, regulations, codes and permits (including NAFB Management Plan12) concerning environmental protection.� 4.�� DESCRIPTION OF WORK: REDUCT THREE DEHUMIDIFIERS.� PROJECT EXECUTION APPROXIMATELY THREE MONTHS.�� 4.1. Air Handler(A/H) #1/Dehumidifier(D-H) #1 � Using the mechanical schematic provided, the contractor will appropriately size and install a duct and actuator controlled type damper located in the return duct as close as possible to the building/room return air penetration into the mechanical room.� That duct will be sized to carry 600 CFM from the return air duct to the �Process Air Inlet� transition of D-H #1.� That point of connection (POC) to the D-H will be made at 45 degrees to ensure merging of air into D-H #1.�� Contractor will also install an actuator controlled type damper in the existing duct connected the �Process Air Outlet� of D-H #1.� Additionally, contractor will install JCI actuators on installed dampers and connect them to the appropriate controller ensuring correct sequence of operation derived from provided schematic. 4.1.1.�� A/Hs #2 and #3/D-H #2 - Contractor will appropriately size and install ducts and actuator controlled type dampers located in the return ducts and as close as possible to the building/room return air penetration into the mechanical yard.� Those ducts will each be sized to carry 300 CFM from the return air ducts into the transition at the �Process Air Inlet� of D-H #2 and will be connected at 45 degrees to ensure merging into D-H #2 transition.� Additionally, contractor will install appropriately sized actuator controlled type dampers located in the ducts connected between the �Process Air Outlet� of D-H #2 and the return air inlet to A/Hs #2 and #3.� Contractor will install JCI actuators on all installed dampers and connect them to the appropriate controller ensuring correct sequence of operation derived from provided schematic. 4.2.��� A/Hs #4 and #5/D-H #3 - Contractor will appropriately size and install� ducts and actuator controlled type dampers located in the return ducts and as close as possible to the building/room return air penetration into the mechanical rooms.� Those ducts will be sized to carry 300 CFM from the return air ducts into the transition at the �Process Air Inlet� of D-H #3.� Contractor will also re-establish OA penetrations as such and provide weather hooded and screened openings. Additionally, contractor will provide ducting sized to carry 300 CFM from the �Process Air Outlet� transition of D-H #3 to the supply air outlets of A/Hs #4 and #5.� Contractor will install actuator controlled type dampers in those ducts.� Additionally, contractor will install JCI actuators on all installed dampers and connect them to the appropriate controller ensuring correct sequence of operation derived from provided schematic.� Furthermore, contractor is to replace rusted supply air duct section on A/H #5. 4.3.� Contractor will install volume dampers in all ducts running to and from dehumidifiers 1, 2 and 3. 4.4.� All ducting, turn vanes and dampers will be installed IAW SMACNA standards. 1.2. General Information.�� 1.2.1. Hours Of Performance.� The contractor shall maintain customer service hours Monday through Friday, 7:00 a.m. to 3:30 p.m.� The contractor shall provide an on-site point of contact (POC) for all contractual matters during all hours of operation.� Contractor will coordinate with the CE/COR for access.� 1.2.2. SECURITY Requirements.� All contractor employeesshall carry contractor photo identification at all times.� Contractor employees shall comply with any base security measures implemented at all times. This includes but is not limited to vehicle and goods searches and identification checks during times of increased security.� 1.2.3. VEHICLES And Passes.� All contractor or contractor employees� vehicles used in the performance of this contract shall comply with all local, state and federal regulations.� In addition, all vehicles described above shall be registered through the Security Forces and will comply with NAFB directives. 1.2.4. CONTRACTOR Personnel.� The contractor�s personnel shall conduct them-selves in a professional manner.� Contractor uniforms, badges, and appearance standards shall be commensurate with industry standards.� The contractor thru the contracting office will establish a POC with the 99 CES Service Contracts Section before proceeding to start work. � 2.1. QUALITY CONTROL The contractor is responsible for quality of workmanship and shall ensure proper installation is performed in accordance with commonly accepted commercial practices.� Contractor will verify all measurements submitted by the government before submitting a proposal. 2.2. QUALITY ASSURANCE. �The government, through the Contracting Officers Representative (COR), will inspect the contractor�s performance in accordance with the specific contract performance requirements. 2.3. GOVERNMENT REMEDIES. The Contracting Officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2015), for contractor�s failure to perform satisfactory services or failure to correct non-conforming services. 3.� GOVERNMENT FURNISHED PROPERTY AND SERVICES.� None 4.� �PERIOD OF PERFORMANCE. An approved report shall be completed and delivered to Nellis AFB personnel after each site visit. The report can be emailed or faxed within five days of the date of service.
