Changes posted on 3/10/2021:� A final version of the RFP that incorporates all of the changes posted on 3/9/21,�3/8/21 and 3/1/21 is attached and called ""Amendment 0002 - RFP 70FB8021R00000001 (FINAL as of 3.10.21) Amendment 0002 also incorporates a change to section H.�� The following language is added in section H.16: DPAS RATING H.16:� The following language may be added to task orders if a DPAS rating is needed ��Task orders under this contract may include a priority rating under the Defense Priorities and�Allocations System (DPAS) regulation (15 CFR, part 700).�� Anyone receiving a DPAS rated order is required to follow all provisions of the DPAS regulation. The priority rating will be provided on the SF 1449 in Box 13a and 13b when the Task Order is issued.� � Changes posted 3/9/2021: The answers to an additional fifteen (15) questions are being provided as a result of a vendor whose questions were left off of the original Question/Answer template that was posted on Friday, March 5, 2021.�� See uploaded file named ""Additional Questions (15) - Medical Staffing (70FB8021R00000001"". THE DUE DATE FOR THE PHASE I PROPOSALS IS STILL MARCH 10, 2021�AT 2:00 PM (EST) RFP Change posted on 3/9/21: A new RFP will NOT be posted for the below�changes, but all changes listed in this Beta.SAM.gov posting are incorporated in the RFP (70FB8021R00000001). 1.�� Page 92, Section L.3.1, PROPOSAL DUE DATE / PHASE II:� Phase II proposal due date of March 16, 2021 is removed.� The following language is added in its place, �The due date for Phase II proposals is anticipated to be approximately 7 days after the advisory notice is provided to vendors.� The final date will be provided to vendors advised to proceed to Phase II in their advisory notice.� 2.� Page 93, Section L.3.1: FACTOR 1 CORPORATE EXPERIENCE SUBMISSION INSTRUCTIONS & METHODOLOGY,� Second Bullet:� Language is changed the following:� Using specific examples that are verifiable, describe your corporate experience deploying thousands of medical staff capable of safely administering a vaccine to patients across dispersed locations within a 96-hour period. 3.�� Page 93, Section L.3.1,� CORPORATE EXPERIENCE SUBMISSION INSTRUCTIONS & METHODOLOGY,�� Chart: Qualified Medical Personnel:� The following labor categories were deleted in the SOW and are also removed from the RFP� Certified Registered Nurse Anesthetist Respiratory Therapist 4.�� Page 95, Page Factor 2:� Staffing & Management Approach, Page Limitation:� Should read:� �Written submission should total no more than 12 pages in Microsoft Word and /or PDF formats combined (Cover page, table of content and resumes are excluded from the page count). � Changed posted on 3/8/2021: The experience required for the following positions are changed in section 18 of the Statement of Work..� NOTE:� A revised SOW will not be posted for this change, however, the below changes apply for number 1 and 2 below. Page 99, First bullet: Changed �Small Business goals� to �Subcontracting Goals� Orginal RFP Posting on 2/26/2021 BACKGROUND:� The Federal Emergency Management Agency (FEMA) leads the nation in preventing, preparing for, responding to, and recovering from the adverse effects emergencies and disasters create, by supporting our communities' ability to withstand adversity, strengthening our resilience and response systems, and enhancing readiness. FEMA provides resources to its federal partners to enable effective response to emergencies and catastrophic events, which overwhelm the capacity of state and local emergency systems. In alignment with President Biden�s �National Strategy for the COVID-19 Response and Pandemic Preparedness, January 2021�, FEMA is supporting federal, state, local, tribal and territorial (�SLTT� or �state�) partners to assist, augment and expedite vaccinations in the United States. Federally and state-managed vaccination sites� capability will vary by community need. � GENERAL REQUIREMENTS: The purpose of this contract is to obtain contractor-managed medical professionals for COVID-19 vaccine administration in support of federal assistance to state, local, tribal, and territorial (SLTT) partners in response to all Major Disaster Declarations for the COVID-19 Pandemic, in accordance with section 403 of the Robert T. Stafford Act, the public health emergency declared on January 31, 2020 pursuant to section 319 of the Public Health Service Act, 42 U.S.C. 247d, and the Public Readiness and Emergency Preparedness Act (PREP Act) Declaration issued on February 4, 2020 and all subsequent amendments. � The federal government will support SLTT vaccination programs by providing resources for pre-existing state or local facilities and/or establishing new federally operated facilities. Facilities will be established as fixed facility, drive-through facility, or as a mobile vaccination clinic. Site selection for vaccination sites will be needs based, data driven, and in support of SLTT requests. FEMA intends to�issue two (2) single award, IDIQ contracts for the required services.� Each contract will cover a distinct geographic zone to facilitate rapid response to states� requests anywhere within the Unites States and its territories.� One contract will be awarded for each Zone. (Zone East: FEMA Regions I � V;��� Zone West: FEMA Regions VI - X), see SOW for breakdown of regional locations.� NOTE:� Only 2 contracts will be awarded:� One contractor will cover the EAST zone and the other will cover the WEST zone. INSTRUCTIONS:� This competition will be conducted in two phases:� Phase I and Phase II.� Offerors must participate in Phase I in order to be eligible to participate in Phase II.�� See RFP# 70FB8021R00000001�for all�instructions pertaining to this competition.
