Combined Synopsis/Solicitation DLA Strategic Cost and Performance Transformation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The resultant contract is an intended sole source to Boston Consulting Group (BCG) in accordance with 10 U.S.C. 2304(c)(1), and procedures found at FAR 13.500(a), FAR 13.501 (a)(2)(ii). However, all responsible sources may submit a capability statement, proposal or quotation prior to the specified closing date and time of this combined synopsis solicitation which shall be considered by the agency. 1.Request for Quote (RFQ) #: SP470321Q00332. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04.3. The applicable North American Industry Classification System (NAICS) Code is 541611. The small business size standard is $16,500,000.00. This acquisition is considered an Unrestricted acquisition. 4.CLIN Structure: DLA Contracting Services Office (DCSO) anticipates award of a firm fixed price contract for non-personal services which includes a base period of performance from 6months from contract award (CLIN 0001), with no option periods planned at this time. Actual Period of Performance dates are subject to change until award, but 6-month period is not. 5.Description of Services to be acquired: Contractor to provide onsite and telework support tothe agency for Implementation of the DLA Strategic Cost and PerformanceTransformation. See attached PWS for objectives, tasks, deliverables, place ofperformance and performance period (subject to change). 6.Quantity, description, and required delivery dates for the item: See attached PWS Deliverables (Table 4). 7.FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addendum applies:-Contractor will submit a technical approach to executing the objectives and tasks in the PWS during the specified performance period and satisfying the timeline for contract deliverables. The Contractor shall assure that there is complete understanding of the requirements set forth in the attached document. Please refer to the attached for all additional requirement details. Limit submission length of technical approach to 20 pages single sided (including resumes). Preferred transferral method is email submission to POC shown below.-The contractor must be registered in the System for Award Management (SAM) prior tosubmitting a quote. SAM is the official U.S. Government system that consolidated thecapabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go towww.sam.gov HYPERLINK ""http://www.sam.gov/"" to register prior to submitting your quote. 8. FAR Provision FAR 52.212-2, Evaluation-Commercial Items, is applicable and the following applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Approach (which includes Key Personnel/Resumes); and 2. Total Evaluated Price - Combined Technical/Key Personnel: The Government will evaluate the offeror�s Combined Technical/Risk Proposal to the degree to which the technical approach to the performance requirements, key personnel, quality control, management, assumptions, and exceptions contain the level of effort, mix of labor, and understanding of the services to meet the Government�s requirement as described in the Performance Work Statement. Evaluation will be given a technically acceptability determination from the customer. - Contracting officer will determine the total evaluated price is fair & reasonable based on one or more of the price analysis techniques under FAR 13.106-3. Contractor must provide a price breakdown to include: Total evaluated price Labor hours, Labor rates, labor categories used in arriving at total evaluated price. Technical Approach is more important than total evaluated price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 9. Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 10. Please propose an invoicing/payment schedule if vendor anticipates submitting invoices other than at contract completion at 6 months.
