Description
Objective: The objective of the task is to assist and execute a Culminating Training Event (CTE) and a Task Proficiency Evaluation (TPE), full scale, Chemical/Biological/Radiological/Home-Made Explosives Weapons of Mass Destruction Field Training Exercise in FY 2021 for the 93rd CST (HI) on the following locations and dates: 93rd CST (HI) CTE O�ahu 5-9 Apr 21 93rd CST (HI) TPE O�ahu 19-23 Apr 21 These exercises will create an environment to facilitate the accurate assessment of the twelve National Guard Mission Essential Tasks outlined in the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks T&EO Reports dated Jan 20. Specific Tasks: The contractor will provide the necessary, personnel, labor, materials, supplies, and equipment as indicated below to perform the tasks outlined: Scenario Development-The series of exercises will not only measure the training and readiness level of the team in accordance with DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks T&EO Reports, but will also reinforce interoperability, communications, and aid in the development of standard operating guidelines (SOGs). The scenarios must include two (2)� Chemical, two (2) Biological, two (2) radiological, and two (2) Home-Made Explosives ELABORATE clandestine laboratories or processes for each day of exercise. Contractors must utilize controlled Isotopes that will test radiological detection equipment beyond training check/ button sources. Contractor will facilitate and coordinate US approved radiological hazards IAW CFR requirements. All scenarios must be designed to aid in the identification of possible team shortcomings and weak areas, and to re-train those areas as necessary. They must also provide an environment ready for on-the-fly injects as necessary to ensure conditions are available for all of the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks T&EO Reports to be assess to standard.� Should any weak CST METL areas be found, the scenarios should provide for immediate re-training in those areas. The scenarios must provide the complexity and technical detail to represent a realistic mission.� Training facilitation must incorporate training aids, devices, and intelligence that accurately simulate current CST operational requirements and elicit employment of CST unique detection and analytical equipment.� Conditions must be provided that enable the CST to exercise and be evaluated against METL tasks requiring assessments. Realism and technical exactitude are crucial for all training aids, devices, simulators, and locations. The contractor must also incorporate current emerging threats CSTs face domestically and/or from overseas into scenario design. The full scenarios should each provide for one complete and continuous demanding day of training and evaluation not to exceed 24 hours.� Chemical and Biological threat agent production will incorporate realistic laboratory process consistent with applicable US Patent, Current substantiated intelligence or verifiable production methods. Process must include all equipment, reactants and steps to achieve the target CWA/BWA (WMD). Simulation of equipment, precursors and steps to achieve the end product must be annotated in response to SOW. Radiation sources producing alpha, beta, and gamma will be incorporated into the scenario. Gamma sources will be of sufficient activity so as to produce 2mR/hr unshielded field.� Simulation of equipment, precursors and steps to achieve the end product must be annotated in response to SOW. Home-Made Explosives (HME) threat agent production will incorporate realistic laboratory process consistent with applicable US Patent, Current substantiated intelligence or verifiable production methods.� Process must include all equipment, reactants and steps to achieve the target HME.� Simulation of equipment, precursors and steps to achieve the end product must be annotated in response to SOW. 2.2 Scenario Staffing- The contractor will provide experienced and certified staff to create target sites that replicate elaborate chemical and biological laboratory production, radiological and explosives manufacturing labs, and act as role players in the scenario.� The minimal roles include Incident Commander (IC), FBI or local law enforcement, Explosives Ordnance Disposal (EOD), Safety Officer, Staging Officer, Medical reach-back, and a planner to attend the mid-planning IPR and final evaluation outbrief.�� All staff must have a full understanding of the Incident Command System (ICS) and their role in WMD events.� Since staff will be playing the roles of trained Hazardous Materials (HAZMAT) professionals and reacting to the decisions of the CST, they must be fully trained and possess at least 10 years of experience in HAZMAT operations to the minimum level of �Technician� in accordance with National Fire Protection Association (NFPA) 472.� As these exercises are in part to assist with SOG construction and implementation, as well as reinforce Training and Evaluation Tasks enforced at a national certification level the contractor must show evidence of sufficient proficiency. The contractor must demonstrate successful prior contactor exercise execution in at least (5) national level CST training exercises; of which three (3) must be CST Task Proficiency Evaluations (TPE).� Sufficient CST unique support experience is vital to plenary understanding of the training requirements.� The contractor will provide their latest three (3) CST exercises facilitated and CST Commanders as reference to determine recent past performance to allow for accurate vetting. All staff must be well versed in CST Operations and all governing regulations to supplement the training and reinforcement of standard CST operating principals during the exercise.� The contractor will provide and maintain at least three certified Emergency Medical Technicians (EMT) on site. Contractor will establish a �Simulation Cell� of technical/subject matter experts to facilitate/adjudicate the synchronization and facilitation of all exercise intelligence support as required. Contractor staff will also possess basic skills in electrical, plumbing, and carpentry for target site adjustments (see 3.1 and 3.2 below).� 3.0 ����� Place of Performance. The contractor will be responsible for the identification of adequate target training venues to support each event. All target venues identified will be vetted through the Exercise Director prior to final selection. The contractor ensures locations/buildings meet the requirements for target location, vehicle footprint, communications equipment, egress, and functioning utilities (electricity, water supply) in accordance with the DTMS Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks T&EO Reports dated Jan 2020, ATP 3-11.46, CNGBM WMD-CST Management and unit Standard Operating Guidelines (SOG).
