North American Industry Classification System (NAICS) Code:� 541330 Except A SBA Size Standard: $41.5 Million Dollars Requirement Information:� Engineering Services to develop and test components and assemblies that have been through obsolescence resolution for Valve Assembly, Manifold, B-2. This Sources Sought Synopsis (SSS) is in support of MARKET RESEARCH being conducted by the United States Air Force (USAF).� This market research is being conducted to increase competition for this requirement by identifying potential sources for engineering services and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside. The Government will use the information gathered through publication of this SSS to determine the best future acquisition strategy for this requirement. The Government is interested in all potential sources for engineering services of the NSN listed below, including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.� Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.� This effort will include non-A&AS sustainment support for technical data updates designed to provide engineering and technical support of the end item. �NSN 4810-01-380-9046FW; P/N 2880001-105; (Valve Assembly, Manifold) Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the engineering services requirement to develop and test components and assemblies that have been through obsolescence resolution for Valve Assembly, Manifold, B-2.� The specific piece parts to be tested and qualified have been identified, and can be found in the drawings and technical data currently owned by the OEM and Aircraft Design Control Authority.� Generally, the work to be accomplished includes develop and build 3 prototypes each as needed for the required components, and build 6 complete Fuel Vent Valve prototype assemblies for qualification testing. This effort will be used to qualify sources of supply for all components and the assembly. Technical data provided under this effort will be marked in accordance with DFARS 252.227.7013(f). Technical data delivered or otherwise provided under a contract without restrictive markings shall be presumed to have been delivered with unlimited rights and may be released or disclosed without restriction. Some of these components will require nuclear hardness certification, which must be approved by the aircraft design control authority. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long-lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets. Potential sources may be responsible for nonrecurring engineering costs associated with becoming a qualified source. The required minimum capabilities/requirements for this effort include: �1.������ Quality system requirements: �a.������ AS9100 Certification (or equivalent); �b.����� All special processes performed by organizations maintaining current NADCAP approvals for relevant special processes; �c.������ Demonstrated quality/production system that tracks all assets and components, including perishable materials; �2.������ Ability to access or obtain the required LRU Original Equipment Manufacturer (OEM) technical data and specification �3.������ Ability to access or obtain the required B-2 aircraft technical data and specification �4.������ Ability of personnel to acquire the necessary level of B-2 security clearance and classification. At minimum, this will be Secret security classification with the ability to see classified documents �5.������ Ability to qualify electronic components/subassemblies/assemblies to meet hardness critical criteria needed for combat air vehicles �6.������ Possess and demonstrate the technical capability to redesign and develop the above items �7.������ Laboratory facilities that can test/validate the required LRU specification �8.������ Facilities that meet the security classification requirement of the LRU/B-2 aircraft. At minimum, this will be Secret classification with the clearance to see classified documents. �9.������ Maintains a corporate cost accounting system that meets the requirements of DCMA and/or DCAA. �10.�� Offeror must not be owned (directly or indirectly) by a foreign company(ies) or individual(s) for the duration of any potential Government contract.
