Description
TILLAMOOK NORTH JETTY 1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Contract Information. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) CENWP has been tasked to solicit a contract for the Tillamook North Jetty Repair. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make an acquisition strategy decision. Additional details regarding the project background and description of work can be found in Section 4 of this sources sought. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry, to include: Large Business, Small Business, Small Disadvantaged Businesses to include 8(a) certified small business firms, Historically Underutilized Business Zone small business (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB). All are highly encouraged to respond. 3. Capability Statements: Contractors should demonstrate through references, project lists, or reports that they possess experience involving completing either jetty or breakwater projects or heavy marine construction projects exceeding $5 million in value where procurement, delivery, and placement of 5 to 25 ton stones was required. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. PROJECT BACKGROUND: The project is located at the north end of Tillamook Bay on the Oregon Coast, about 47 miles south of the mouth of the Columbia River.� Tillamook Bay is a tidal estuary about 6 miles long, north to south, and a maximum of 3 miles wide.� Five major rivers flow into Tillamook Bay.� The ocean entrance to the bay is located at its northern end and is protected by two jetties, a north jetty and south jetty.� The U.S. Army Corps of Engineers (USACE) constructed and maintains the two jetties for the purpose of providing reliable navigation into and out of the bay. The north jetty was originally completed in 1917 to a length of 5,400 feet, with the longest extension completed in 1965 to 5,700 feet.� Repairs occurred to the head in 1991, leaving the end at 255 feet shorter than the authorized length.� Additional repairs to the north jetty were completed in 2010 that included the construction of a new, 100-ft long jetty head using 30-ton or heavier stones.� Currently, repairs are needed to the north jetty trunk and root to address existing damage caused by an increased wave climate and restore the structural integrity of the jetty. Description of Work: Proposed repairs to the north jetty include toe, side slope, and crest repair construction above -10 feet NAVD88 elevation along 1,300 feet of the jetty trunk/root.� This trunk/root section will be constructed with a crest width of 30 feet, side slopes of 1V:2H, and a crest elevation of +22 feet NAVD88.� The estimated stone volume required for the north jetty repairs is approximately 8,970 cubic yards with a minimum stone density of 167 pounds per cubic foot.� Optional work includes repairs to 400 feet of jetty root to a crest width of 20 feet, 1V:2H side slopes, and crest elevation of +18 feet NAVD88.� The estimated stone volume for the optional repairs is 3,830 cubic yards with a minimum density of 167 pounds per cubic foot. Access to the north jetty is through the Barview Jetty County Park from US Highway 101. �An approximate 5-acre area near the north jetty root is available for material and equipment staging and storage.� The parking area at the north jetty, staging area, and a portion of the access road will be temporarily closed (gated) for public access during construction. The contractor must maintain the locked gate and provide barriers and signage at the access road to prevent public access to work areas. The Government will obtain a temporary right-of-way permit from the County to allow construction access through the park and any improvements required for the project. The period of performance for stone placement for the base award and optional work, if exercised, will be April 1 through October 31, 2022. The estimated Magnitude of Construction for this project is between $8,000,000 and $15,000,000 for all base and optional CLINs. 5. Submission Instructions. Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: Tillamook North Jetty Repairs. Please send to Harron Elloso, Contract Specialist, at Harron.E.Elloso@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 2:00 pm Pacific Time 23 March 2021. A Firm's response to this Sources Sought shall be limited to five (5) pages and shall include the following information: a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number, and the Construction Bonding Level per contract. b. Firm's small business category and Business Size: Large Business, Small Business, Small Disadvantaged, 8(a) certified small business, Historically Underutilized Business Zone small business(HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB). c. Provide relevant information on the Firm's experience/capabilities as it pertains to the proposed work outlined in the Project Description. d. Provide up to 3 projects, exceeding $5 million in value, similar in size, scope and complexity with a brief description of the project to include: location, size (tons) and quantity (tons) of stones placed, method of stone delivery, method of stone placement, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value. The Government may verify information in CPARS or PPIRS. e. Any experience with or feedback regarding using a �Reverse Auction� solicitation approach. f. Your firm�s bonding capability. 6. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
