- COOS BAY NORTH JETTY 1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Contract Information. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) CENWP has been tasked to solicit a contract for the Coos Bay North Jetty Repair. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make an acquisition strategy decision. Additional details regarding the project background and description of work can be found in Section 4 of this sources sought. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry, to include: Large Business, Small Business, Small Disadvantaged Businesses to include 8(a) certified small business firms, Historically Underutilized Business Zone small business (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran-Owned Small business (SDVOSB). All are highly encouraged to respond. 3. Capability Statements: Contractors should demonstrate through references, project lists, or reports that they possess experience involving completing either jetty or breakwater projects or heavy marine construction projects exceeding $15 million in value where procurement, delivery and placement of 15- to 35-ton stones was required. Note: The Government may consider the relevant past experience and past performance of key individuals and predecessor companies in evaluating the company's past experience and past performance factors. PROJECT BACKGROUND: �The Coos Bay North Jetty is located on the southern end of the Coos Bay North Spit on the south-central Oregon coast near Charleston, Coos County, Oregon. The North Jetty is a rubble-mound jetty approximately 8,800 feet long that was completed to its full length in 1931. It has lost approximately 370 feet from its last repaired head station of 86+40, and the deteriorated jetty head has been de-stabilized. In addition, reaches of the trunk and root of the North Jetty have either degraded over time or have been shown to be more vulnerable to damage due to the lower crest elevation. The Log Spiral Bay, which is located just north of the North Jetty root, has been shown to be more exposed to erosion due to jetty root degradation. Description of Work: �Proposed Coos Bay North Jetty mandatory work includes toe, side slope, and crest repair construction above -18 feet NAVD88 elevation along 2,000 feet of the jetty trunk and head.� These sections will be constructed with a crest width of 30 to 40 feet, side slopes of 1V:2H to 1V:2.5V, and a crest elevation of +24.5 feet NAVD88.� The estimated stone volume required for the repairs is approximately 24,430 cubic yards with minimum stone densities between 175 and 180 pounds per cubic foot.� The jetty head repair includes construction of a toe berm with a crest width and height of 14 feet with side slopes of 1V:2H, and an elevation that varies with the relic stone base elevation.� A jetty access ramp may be constructed on the north side of the jetty adjacent to a staging area and above the mean higher high water elevation.� A temporary material off-loading facility may also be constructed in an area north of Log Spiral Bay on the east shoreline of the North Spit. Five areas totaling over 56 acres are available for material and equipment staging and storage, although no more than 20 acres can be used at any one time.� Optional work includes repairs to 3,000 feet of jetty trunk and root to a crest width of 20 to 30 feet, side slopes of 1V:1.5H to 1V:2H, and crest elevations ranging from +15.5 to 25.5 feet NAVD88.� The estimated stone volume for the optional repairs is 33,770 cubic yards with minimum stone densities between 167 and 175 pounds per cubic foot. Access to the north jetty is from the Trans-Pacific Highway to the North Spit roads that are single-lane, unmaintained dirt/sand roads.� Portions of these roads are unlikely to support heavy construction vehicles and equipment and the transport of materials without road improvements. The access roads will be closed to the public.� During construction, the contractor must maintain locked gates and provide barriers and signage to prevent public access to work areas. The period of performance for stone placement will be April 1 through October 31, 2022, for the base award and, if exercised, April 1 through October 31, 2023, for any optional items.� The estimated magnitude of construction for this project is between $25,000,000 and $100,000,000 for all base and optional CLINs. 5. Submission Instructions. Responses to this Sources Sought notice must be submitted electronically (via email) SUBJECT: Coos Bay North Jetty Repairs. Please send to Harron Elloso, Contract Specialist, at Harron.E.Elloso@usace.army.mil in either Microsoft Word or Adobe Portable Document Format (PDF) by 2:00 pm Pacific Time on March 23, 2021. A Firm's response to this Sources Sought shall be limited to five (5) pages and shall include the following information: a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number, and the Construction Bonding Level per contract. b. Firm's small business category and Business Size: Large Business, Small Business, Small Disadvantaged, 8(a) certified small business, Historically Underutilized Business Zone small business(HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB). c. Provide relevant information on the Firm's experience/capabilities as it pertains to the proposed work outlined in the Project Description. d. Provide up to 3 projects, exceeding $15 million in value, similar in size, scope and complexity with a brief description of the project to include: location, size (tons) and quantity (tons) of stones placed, method of stone delivery, method of stone placement, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value. The Government may verify information in CPARS or PPIRS. e. Any experience with or feedback regarding using a �Reverse Auction� solicitation approach. f. Your firm�s bonding capability. 6. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
