- This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources.� This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Salient Characteristics The Contractor shall provide one (1) tension/compression universal test system (UTS) in accordance with the following Salient Characteristics: 1.����������� Vertical UTS test frame and ancillaries with load cells that shall have: � Maximum measurable load cell of 10� kilonewtons (kN) Minimum load resolution shall be 10 newtons (N) or smaller Total error of +/- 1% full scale range Load measurement accuracy must meet or exceeds American Society for Testing and Materials (ASTM) E4 and International Organization for Standardization (ISO) 7500-1: 2004. � Maximum measurable load cell of 1 kN Minimum load resolution shall be 1 N or smaller Total error of +/- 1% full scale range Load measurement accuracy must meet or exceed ASTM E4 and ISO 7500-1: 2004. � Displacement / load actuation mechanism Actuator must be able to provide displacement rates between, and including 0.005 millimeter/ minute (mm/minute) � 1000 mm/minute for the full load cell range. Actuator and cross-head must have a minimum total displacement range of 1000 mm Displacement actuation must be linear and constrained to minimize tensile specimen out of plane deflection, maintaining bending strain below 5% of peak tensile or compression strain at room temperature. Load frame size, weight, deflection, and stiffness Load frame gross weight shall be less than 230 kilograms (kg) in mass Load frame total footprint shall be no larger than 2000 millimeters (mm) in height, 900 mm in width, 900 mm in depth If load frame shall have dual columns: column width must be at least 400 mm but not to exceed 500 mm Load frame axial stiffness shall be 45 kN/mm or greater Universal test system (UTS) electrical power and compressed air System must be able to operate on either 110 V, 60 hertz (Hz), single phase alternating current (AC) not to exceed 20 amperes (A); or 208 volts (V), 60 Hz, single phase AC electrical supply not to exceed 10 A. If system or ancillaries require compressed air, they must be able to operate on 500 kilopascal (kPa) pressure and require no more than 1.0 cubic meters per minute of flow. � Fixturing and specimen handling Tensile specimen shall have the ability to grip to accommodate flat and round ASTM E8/E8M subsize and ASTM B557 Specimens with width of 6 mm and gauge length of 25 mm Shall have self-aligning compression platens suitable for up to 10 kN of compressive force with diameter equal to or less than 150 mm. � Strain sensor / displacement sensor Shall have direct contact and ultimate failure proof extensometers for flat and 6.35 mm diameter round specimens shall be provided Must be able to accommodate specimen gauge lengths of 25 mm Shall have measuring strain travel of +20%/-10%, +5mm/-2.5mm Shall meet or exceed ASTM E83 and ISO 9513. Shall have cross-head displacement resolution of +/- 0.01 mm or smaller. � Data acquisition and controls Shall have measurement and control system that is able to control UTS system, displacement / load actuation, control temperature of specimen with feedback control if provided, and acquire/analyze/save/export load, displacement / strain, temperature, time, strain rates. Crosshead displacement must be able to be controlled by constant displacement rate and constant specimen strain rate. Shall have software that is capable of exporting data as .txt or .csv file formats. Data acquisition system shall have the capability of recording at a speed of 1000 Hz or greater. Data acquisition of simultaneous external signals shall have capability to measure and simultaneously record at least one channel of �10 V analog signal � ��������� Documentation, Installation, and Training shall have: � System must include at least one (1) hard-copy and one (1) soft-copy of all equipment manuals Contractor shall provide on-site set-up, installation and onsite calibration to include: Onsite calibration or verification of frame stiffness, Onsite leveling of frame, Onsite verification of displacement/strain/extensometer sensor calibration, Onsite verification of load cell calibrations. Contractor shall provide training for up to ten (10) Army Research Laboratory (ARL) staff members for one (1) day at a location and time in the Baltimore-Washington Metropolitan area designated by the Government Technical Point of Contact (TPOC). � Warranty and Service The Contractor shall provide technical support and software upgrades for a period of three (3) years or longer. The warranty must include the following: The replacement of all defective parts at no additional cost to the Government upon initial delivery and set up. A response time of 48 hours form the time the Government contacts the Contractor with a request for service to diagnose and propose a plan to repair or recalibrate the UTS system. � ����� C. Responses: � All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date.� Responses shall include: � To what extent each of the specifications can be met. � �Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 employees standard that accompanies NAICS code 334519.
