MARKET SURVEY Notice This Market Survey is being issued in accordance with Federal Aviation Administration (FAA) AMS Section T3.2.1.2 (b) as a Sources Sought Market Survey.� Please be aware of the following: All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking; The Government does not intend to award a contract on the basis of this Market Survey; The FAA will not pay for any information received, or costs incurred, in preparing the response to the market survey; Your response to this survey will be treated as information ONLY. It shall not be used as a proposal; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Respondent participation in any informational session is not a promise of future business with the FAA; Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; and This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such. Further, the FAA is not seeking nor accepting unsolicited proposals in response to this Market Survey. This Markey Survey in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results. FAA may (or may not), at the agency�s sole discretion, conduct an Industry Day Event and issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive requirements and information provided by FAA in this exchange are subject to change and shall in no way be treated as final or binding. Not responding to this market survey does not preclude participation in any future Request for Proposal (RFP) announcement by FAA. 2. Introduction/Purpose The Government is conducting a Market Survey to improve the Government's understanding of the current marketplace and to identify capable sources. Interested sources must respond with information to confirm evidence of their qualifications and capabilities. This is a market survey for the acquisition of In-pavement light fixtures that meet the requirements of FAA-E-2952 and FAA-E-2968. This is not a design and development requirement. The FAA is seeking to procure the In-pavement light fixtures to be used in the Medium Intensity Approach Lighting System with Runway Alignment Indicator Light (MALSR) and the High Intensity Approach Lighting System with Sequenced Flashing Lights (ALSF-2). The requirement will be a combination of the red, green and clear fixture and spare kits. The period of performance is expected to be one base year and nine one-year options. In order to be considered qualified for this effort, the Respondent must: Provide evidence of capability to produce Semi-flush Steady Burner fixtures that meets all requirements in the FAA-E-2952 and FAA-E-2968 specifications. In particular, the Respondent must provide evidence that these fixtures have been tested by third party laboratories and met all test requirements listed in the above specifications, and provide a copy of a Technical Instruction Book (TIB); Have the capability to provide engineering support services that include at a minimum system and equipment maintenance and engineering, testing, product improvement, and documentations; Have the capability to produce and deliver a minimum of 50 Semi-flush Steady Burner fixtures per month within 90 days of Award (anticipated Award date will be 3rd Quarter of 2022);�� Otherwise demonstrate that it has other legal rights, knowledge, ability, time, or competitive pricing to meet the FAA�s requirements for manufacturing and engineering support services. 3. Nature of Competition A procurement strategy has not been determined at this time. The procurement method will be determined based on the market survey results. Failure to respond to this market survey will not result in exclusion from the resulting solicitation. 4. North American Industry Classification System (NAICS) Code The North American Industry Classification System (NAICS) code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing). If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey. 5. Submittal Requirements for Market Survey Respondents must provide written documentation of no more than 6 pages (excluding the provided TIB) that describes the Respondent�s technical knowledge and capability to achieve the requirements set forth above. In addition, if Respondents currently have the capability to produce, and have sold, Semi-flush Steady Burner fixtures, as described in item 2a above, they must provide contact information (including company name and point-of-contact) of clients to whom Respondent has provided these products and services within the past five (5) years. Finally, respondents must complete the attached Business Declaration Form. All responses (one per company) must include a transmittal letter on company letterhead. Respondents may not use a font size smaller than 12 point. 6. Delivery of Submittals Written capability responses must be received no later than 3:00 PM EST April 9, 2021.
