- This is only a Sources Sought/Market Research for questions regarding the following salient characteristics, not a request for price points based on quantity or destination location at this time. The desired Conducted Energy Weapon (CEW), is a specific category of Intermediate Force Capability (IFC) weapons. Which are explicitly designed, and primarily employed, to immediately and temporarily incapacitate personnel. While minimizing fatalities, permanent injury to personnel, and undesired damage to property and the environment. The CEW works by affecting the Human Electro Muscular Incapacitation (HEMI) functions, i.e., the neuromuscular control by affecting sensory and motor functions of the human nervous system. The desired CEW Devices should be: multi shot capability without reloading use compressed nitrogen cylinders project probe(s) to ranges up to 20 to 45 feet peak output will be 45K-60K volts at 1.9 - 2.2 milliamps with a pulse rate of 19-25 pulses/a second (high-voltage, low-amperage charge) each shot deployed with an independent trigger pull generate a minimum of a five-second incapacitation charge have a semi-automatic firing mode small screen to view cartridge selection, battery status information, and cycle time operated by lithium power pack providing a minimum of 500 five-second cycles Include operator fixed sights and flashlight an independent laser aiming light to show where the probe will strike A single shot device while not desired (reloading takes time, putting the operator in danger) will be considered. However: must be rapidly reloaded with ease in high-stress situations operated by a 3-volt lithium power pack provide a minimum of 500 five-second cycles Each pull of the trigger, needs to generate a minimum of a five-second incapacitation charge Also the previously mentioned ranges, outputs, design, and inclusions For reference purpose only, the following models can be used: Similar multi-shot devices: Axon�s X2 and T7 (or equal to) Similar single shot devices: Axon�s X26P (or equal to)
