Description
This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Bruker Scientific, LLC. (CAGE: 03JW7) of 40 Manning Rd, Billerica, Massachusetts The requirement is for Bruker Scientific's Lumos II FTIR Microscope System and B-KIMW + FTIR Library Kit. This equipment will be used for material characterization and failure analysis of devices, structures and materials. The microscope will be utilized by multiple projects in the Electromagnetics and Advanced technology branch material characterization and failure analysis of devices, structures and materials asset creation for a barcode unit to be housed in the Materials Integrity Laboratory at NIWC Pacific. The Government intends to negotiate solely with Bruker Scientific under the authority of FAR Part 13, Simplified Acquisition Procedures. The justification is as follows. Bruker Scientific is the only source that meets the Government's critical requirements. To enable use across multiple projects, the FTIR microscope system must provide a vertical working distance capable of accommodating 40mm thick samples. This feature, unique to Bruker, provides for bulky sample analysis and expands the types of samples that can be tested, thus increasing utility to projects. The Materials Integrity Laboratory also requires a thermoelectrically-cooled MCT detector that only Bruker provides. This characteristic provides high sensitivity and speed while removing the need for liquid nitrogen. In addition, the Laboratory requires a solid state control laser that will reduce the risk of costly replacements and extra capabilities. This lifetime laser is only found in the Bruker system. Based on the approved Justification and Approval (J&A) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. The applicable NAICS Code is 333314 ""Optical Instrument and Lens Manufacturing"" and the business size standard is 500 employees. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail ONLY to james.davenport4@navy.mil by 16 MAR 2021. All responses received before this date will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
