Intent to Sole Source 36C24921Q0180 This is an Intent to Sole Source, this is NOT a solicitation for proposals, proposal abstracts, of quotations. The purpose of this notice is to provide information based on this requirement. The Department of Veterans Affairs, Network Contracting Office 9, Regional Procurement Office-Central, on behalf of the Troy Bowling VA Medical Center located at 1101 Veterans Drive, Lexington, KY, 40502-2235 intends to award a Firm-Fixed Price sole source award to the University of Kentucky, Department of Cardiovascular Medicine to provide one individual technically qualified as outlined in the below Statement of Work for Basic Laboratory Research & Development (BLR&D) study. This sole source award to the University of Kentucky is in accordance with 41 U.S.C. 1901 as implemented by way of the procedures outline in the Federal Acquisition Regulation (FAR) subpart 13.5. This Sole Source is authorized under FAR subpart 13.106-1(b) - soliciting from one source if the contracting officer determines that the circumstances of this contract action deems only one source reasonably available. This is not a request for competitive offers, quotes, or capability statements. No solicitation will be posted as a result of this notice. This notice complies with FAR 5.101. This Special Notice is being issued for information purpose only. The formal Justification & Approval for this action shall be posted on this site in accordance with FAR Part 6.305(a) within 14 days after final award. NAICS: 541715 SBA Size Standard: 1000 Employees PSC: AJ11 Statement of Work INTRODUCTION: The Lexington Veterans Affairs Medical Center, Research & Development is seeking the University of Kentucky to provide technical assistance for a funded Basic Laboratory Research & Development (BLR&D) study. This requirement is funded by the Office of Research and Development (ORD) at the VA s Central Office. Dr. Susan S. Smyth, Chief of Cardiovascular Medicine and Director of the Gill Heart & Vascular Institute at the University of Kentucky is an expert in the field of cardiovascular medicine and brings a breadth of knowledge to the Lexington VA Research Department as the subject matter expert. SCOPE OF WORK: The Lexington VA Research Department is unable to provide an individual that has the specific requirements needed to fulfil the study design of this study, thus we are seeking to initiate this contract with Department of Cardiovascular Medicine at the University of Kentucky. The Department of Cardiovascular Medicine has a history on the study subject and can provide the support services needed based on their level of expertise. Given the current patient workload and scientific methods being conducted at the Lexington VA, the University of Kentucky s close proximity is logistically a benefit to this research and the future accomplishments that will result from it. The individual needs to have expertise in the design, implementation, and interpretation of results in preclinical models of thrombosis, vascular remodeling, atherosclerosis, and valvular heart disease and the translation of findings to human disease. Additionally, they must be capable of performing cell and molecular biology, advanced imaging, flow cytometry, protein isolation and characterization, and be versed in blood cell biology, particularly platelet and white blood cell signaling and interactions. They must have demonstrated their skills and served as a co-author of publications in the field. Responsibilities will include oversight of resources for preclinical models, including animal colonies and procedural interventions, cell and molecular biology protocols, including experimental design, performance, interpretation, and analysis of results. PERIOD OF PERFORMANCE: We anticipate this requirement to be provided for 1(One) year, consisting of 2(Two) option periods at 6(Six) months each. Base Period 04/01/2021 09/30/2021 Option Period 1 10/1/2021 03/31/2021 INFORMATION AND SECURITY: It shall be required that this individual will adhere to all protocols and directions provided by Lexington Research Department. Additionally, this individual will also fully adhere to all aspects of the research protocol that has been reviewed and approved by the Lexington VA Institutional Review Board (IRB). The individual will only be working with animal species and will not have access to any PHI/PII. END OF INTENT TO SOLE SOURCE
